REPORTED OUT ON, <br />RECOMMENDED FOR ADOPTION, PLACED <br />ON ZND READING 10/15/12. <br />f <br />ORDINf\NCE NO. 47-12 B1'~ Anderson, Juris, Madigan, <br />Nowlin, Powers, Smith. <br />AN ORDINANCE repealing Chapter 157, Collective Bargaining, of the Codified Ordi- <br />nances ofthe Cit}~ of Lakewood. <br />WHEREAS, Chapter 157, Collective Bargaining, has not been changed since 1976; and <br />WHEREAS, the contents of the chapter arc superseded b}~ state lave, the mandates of Oie <br />Stafe Employment Relations Board, and the various collective bargaining agreements that arc in <br />place with unions throughout the City; now, therefore, <br />BT IT ORDAINED IN THE CITY OF LAKEWOOD, OI IIO: <br />Section 1. 'T'hat Chapter 157, Collective Bargaining, of the Codified Ordinances of the <br />City of Lakevwood currently reading as follows: <br />157.01 STA'1'Et~IENT OP POLICY <br />It is hereby declared to be the policy of Council, through its Finance Committee <br />and/m' its designated representative(s), to bargain collectively +vith City employ- <br />ees, their employee organizations or other authorized representatives ou matters <br />pertaining to wages, hours and conditions of employment before any final de- <br />termination is made by Council, provided that wherever City employees are rep- <br />resented by an employee organization, the employee organization can establish <br />to the satisf<~ction of the Finance Committee that it represents a majority of enr <br />ployees in a bargaining unit whose appropriateness has been detet'mined by the <br />Finance Conuuittec. <br />Nothing contained herein shall be deemed to supersede the Charter, ordinances <br />and rules of departments of the City which establish and/or regulate a merit or <br />civil set'vice system or +ehich pt'ovide fm' other methods of administering em- <br />ployer-employee relations. This chapter is intended, instead, to strengthen merit, <br />civil service and other methods of administering employer-employee relations <br />through the establishment of uniform and rnderly methods of conummication <br />betu~ecn City employees and the City by which they are employed. <br />157.02 DEFINITIONS. <br />(a) "City employee" means any employee of the City except elected officials, <br />administrative officials and persons in supervisory and confidential positions or <br />employees of Lakewood hospital. <br />(b) "Hmployce organization" means any lawful association, fi'aternal order, la- <br />bor organization, federation, council or brotherhood having as its primm'y pur- <br />pose the improvement of +vorking conditions of public employees; but shall not <br />
