141.01 ESTABLISHMENT AND MEMBERSHIP. <br />There is hereby established a Boxing and Wrestling Commission, to <br />consist of three residents of the City to be appointed by the Mayor and <br />to serve at his pleasure without compensation. Persons employed by the <br />City, or by the Board of Education of the City, may be appointed mem- <br />bers of the Boxing and Wrestling Commission. <br />141.02 POWERS AND DUTIES; OFFICERS. <br />It shall be the duty of the Boxing and Wrestling Commission to inves- <br />tigate all applications for permits referred to it by the Mayor, and to re- <br />port the results of such investigations to the Mayor; to regulate and <br />control the conditions and conduct of places operated for the training of <br />boxers or wrestlers or where boxing or wrestling exhibitions are held <br />and, for such purposes, to adopt such rules as it may deem necessary in <br />the public interest; to provide for its own organization and meetings, <br />including the election of its chairman. The Director of Finance or a <br />deputy assigned by him shall act as secretary thereof without compen- <br />sation. <br />141.03 PERMIT FOR TRAINING OR HOLDING EXHIBITION <br />Any person desiring to operate a place for the training of boxers or <br />wrestlers, or to hold boxing and wrestling exhibitions, shall file an ap- <br />plication for a permit for each such purpose with the Mayor, who shall <br />refer each such application to the Boxing and Wrestling Commission <br />for investigation and report. <br />Upon such reference, it shall be the duty of the Commission to make, or <br />anise to be made, a thorough investigation to determine the financial <br />responsibility and general character of the applicant, the fitness of the <br />participants in any boxing or wrestling exhibition if then known, and <br />such other matters as may be pertinent to the granting of the applica- <br />tion, and to report the results of the investigation to the Mayor with its <br />recommendations as to the granting or rejection of the application for <br />permit. After receipt of such report, the Mayor may grant or reject the <br />application and, if granted, the Mayor may thereafter revoke any such <br />permit. <br />141.04 PERMIT FEES. <br />Prior to the issuance of a permit for the operation of a place for the <br />training of boxers or wrestlers, the applicant shall pay a fee of five dol- <br />lars ($5.00) and, thereafter, as long as any such permit shall continue in <br />effect, the applicant shall pay an annual fee of five dollars ($5.00) dur- <br />ing January of each year to the Director of Finance. <br />The grantee of a permit for the holding of boxing and wrestling exhibi- <br />tions shall pay the Director of Finance the stun of fifty, dollars ($50.00) <br />for and prior to the holding of each boxing or wrestling exhibition. This <br />fee shall not be required for such exhibitions given in a theater as a <br />regular part of any theater program, or any boxing or wrestling exhibi- <br />tion by a Lakewood organization, the proceeds of which are to be used <br />for charitable purposes, which purposes shall be subject to the approval <br />
