(i) The City will perform construction inspections until the site reaches final <br />stabilization as determined by the city engineer. <br />(j) The SWMP review, filing and inspection fee is pail of the complete applica- <br />tion submittal and must be paid in fall by the applicant or owner prior to the <br />commencement of any reviews by the City. The city engineer shall estab- <br />lish a fee schedule based upon the actual estimated cost for providing these <br />services. At such time that the fee reserve balance falls below 35 percent of <br />its original balance the applicant or owner will be required to deposit addi- <br />tional funds to cover the anticipated costs of future fees or return the reserve <br />to the original balance, as determined by the city engineer. Upon Final Ac- <br />ceptance, all funds remaining will be returned to the applicant or owner. <br />The schedule of fees is available in Section 1339.15. <br />1339.09 CONTROLLING CONSTRUCTION SITE SOIL EROSION, <br />SEDIMENT AND OTHER WASTES AND STORM WATER RUNNOFF. <br />(a) Comprehensive Storm Water Management Plan: The construction site con- <br />servation plan developed to meet this regulation will be coordinated and <br />combined with the riparian and wetland setback plan and the post - <br />construction water quality plan that are developed for the same site. These <br />plans will be titled and numbered in one consecutive sequence to make a <br />comprehensive storm water management plan for the site. The compre- <br />hensive storm water management plan so developed will serve as the <br />storm water pollution prevention plan (SWP3) required by Ohio EPA as <br />pail of the NPDES storm water permit for general construction. <br />(1) Purpose: The intent of this regulation is to establish consistent techni- <br />cally feasible and operationally practical standards to achieve a level of <br />storm water management, and erosion and sediment control that will <br />minimize damage to public and private property and the degradation of <br />water resources, and will promote and maintain the health, safety, and <br />welfare of the residents of the City. <br />(2) This regulation further intends, but is not limited, to: <br />A. Allow development while minimizing increases in downstream <br />flooding, erosion, and sedimentation. <br />B. Reduce damage to receiving water resources and drainage systems <br />that are caused by new, development or redevelopment activities. <br />C. Control storm water runoff resulting from soil disturbing activities. <br />D. Assure that development site owners control the volume and rate <br />of storm water runoff originating from their property so that sur- <br />face water and ground water are protected, soil erosion is con- <br />trolled, and flooding potential is not increased. <br />E. Preserve to the maximum extent practicable the natural drainage <br />characteristics of the building site and minimize the need to con- <br />struct, repair, and replace enclosed storm drain systems. <br />F. Preserve to the maximum extent practicable natural infiltration and <br />groundwater recharge, and maintain subsurface flow that replen- <br />ishes water resources, wetlands, and wells. <br />34 <br />
