(v) hispections: In general, inspections will be performed in accordance with <br />the Ohio EPA construction site inspection checklist. <br />(1) If inspections or other information indicates a control has been used in- <br />appropriately or incorrectly or it has failed, it must be replaced or modi- <br />fied for the site conditions. <br />(2) The owner of the development area shall have the site inspected for soil <br />erosion, sediment control and other environmental concerns every sev- <br />en calendar days, and within 24 hours of a 0.5- inch -or- greater rainfall <br />event until the city engineer certifies the site as being stable. The city <br />engineer certification does not relieve the permittee from meeting the <br />Ohio EPA NPDES inspection requirements. <br />(3) The owner, or his designated representative, shall keep a written log of <br />each inspection and any subsequent improvements to the soil erosion, <br />sediment control or other environmental controls. The inspections shall <br />include the date of the inspection, the name of the inspector, weather <br />conditions, and the actions needed to correct the identified problems. <br />(4) The inspection frequency may be reduced to at least once every month <br />if the entire site is temporarily stabilized or runoff is unlikely due to <br />weather conditions (e.g., the site is covered with snow, ice, or the <br />ground is frozen.) A waiver of inspection requirements is available un- <br />til one month before thawing conditions are expected to result in a dis- <br />charge if all of the following conditions are met: the project is located <br />in an area where frozen conditions are anticipated to continue for ex- <br />tended periods of time (i.e., more than one month); land disturbance ac- <br />tivities have been suspended; and the beginning and ending dates of the <br />waiver period are documented. Once a definable area has been fully <br />stabilized, you may mark this on your plans and no further inspection <br />requirements apply to that portion of the site. <br />(5) Following each inspection, a checklist must be completed and signed <br />by the qualified inspection personnel representative. At a minimum, <br />the inspection report must include the inspection date; names, titles and <br />qualifications of personnel making the inspection; weather information <br />for the period since the last inspection including the timing, duration <br />and depth of any storms; weather information and a description of any <br />discharges occurring at the time of the inspection; location(s) of dis- <br />charges of sediment or other pollutants from the site; location(s) of <br />BMPs that need to be maintained; location(s) of BMPs that failed to <br />operate as designed or proved inadequate for a particular location; loca- <br />tion(s) where additional BMPs are needed that did not exist at the time <br />of the inspection; and corrective action required including any neces- <br />sary changes to the comprehensive storm water management plan and <br />implementation dates. <br />(6) The inspection log will include the date and actions taken to correct <br />problems noted in past inspection logs. <br />(7) If the construction site disturbed area is 8,000 square feet or larger, , a <br />copy of all of the required inspection sheets will be submitted to the <br />city engineer within three working days of the date that the inspection <br />was conducted. A log book of the inspections shall remain onsite until <br />the notice of termination is accepted by the Ohio EPA. <br />47 <br />
