ORDINANCE NO. 27 -15 BY: Anderson, Bullock, Juris, Madigan, <br />Marx, Nowlin, O'Leary. <br />AN ORDINANCE to take effect immediately provided it receives the affirmative vole <br />of at least five members of Council, or otherwise to take effect at the earliest period allowed by <br />law, providing for the submission to the registered voters of the City of Lakewood a proposed <br />amendment to the Second Amended Charter of the City of Lakewood. <br />WHEREAS, citizens by committee have proposed an amendment to the Second <br />Amended Charter of the City of Lakewood for consideration by the registered voters of the <br />City, and have gathered the requisite number of signatures of the registered voters to cause that <br />amendment to be placed on a ballot for popular vote; and <br />WHEREAS, pursuant to the Second Amended Charter of the City of Lakewood and the <br />Constitution of the State of Ohio, the Council has determined to authorize and direct the sub- <br />mission to the registered voters of the City of Lakewood of the proposed amendment to the <br />Second Amended Charter, reproduced below, at the general election to be held on Tuesday, <br />November 3, 2015, which election is not less than 60 nor more than 120 days from the effective <br />date of this ordinance; and <br />WHEREAS, this ordinance is hereby declared to be an emergency measure immediately <br />necessary for the preservation and enhancement of the public peace, health, safety and welfare <br />of the City of Lakewood, in that the effective date must fall before the deadline imposed for the <br />submission of municipal charter changes to the Cuyahoga County Board of Elections; now, <br />therefore, <br />BE IT ORDAINED BY THE CITY OF LAKEWOOD, OHIO, TWO THIRDS OF ALL <br />COUNCILMEMBERS CONCURRING: <br />Section 1. This Council hereby authorizes and directs the submission to the registered <br />voters of the City of Lakewood at the general election to be held at the usual places of voting in <br />the City on Tuesday, November 3, 2015, the proposed amendment to the Second Amended <br />Charter of the City of Lakewood reading as follows: <br />LAKEWOOD HOSPITAL VOTER APPROVAL <br />No ordinance passed by Council, exercising any legislative authority with respect to <br />Lakewood Hospital, that would cause Lakewood Hospital, in whole or in part, to no <br />longer be a full tine and full service hospital aad medical facility providing, without lim- <br />itation, inpatient diagnostic, medical, sargicah, aad psychiatric care for a continuous pe- <br />riod longer than twenty -four hours, shall take effect until such ordinance is approved by <br />
