contained in this chapter are the minimum regulation necessary to abate the <br />nuisance and to achieve the purposes of this chapter. <br />1329.02 ESTABLISHING REGULATIONS. <br />(a) Signs shall be erected, in whole or in part, in accordance with the type, <br />design, size, location, illumination and other provisions set forth in this <br />chapter. <br />(b) The construction, erection, safety and maintenance of all signs shall be in <br />accordance with the City Building Code. The provisions of this chapter <br />shall not amend or in any way interfere with other codes, rules or <br />regulations governing traffic signs within the City. <br />1329.03 CLASSIFICATION OF SIGNS. <br />(a) "Sign" means any display, figure, painting, drawing, placard, poster or other <br />device visible fi-om, or on, a public way which is designed, intended or used <br />to convey a message, inform or direct attention to a person, institution, <br />organization, activity, place, object or product, but does not include show <br />window or interior displays. It may be a structure or part thereof painted on <br />or attached directly or indirectly to a structure. <br />(b) Classification by Functional Type. <br />(1) "Billboard" means a large sign on the side of the road either flee- standing <br />or on a building which is primarily intended to convey a message. <br />(2) "Changeable copy sign" means a sign or any portion thereof where the <br />message or graphics is not permanently affixed to the structure, framing or <br />background and may be periodically replaced or covered over, manually or <br />by electronic mechanical devices. <br />(3) "Mural sign" means a sign painted or applied to an exterior wall surface of <br />a building. <br />(4) "Pennant sign" means any lightweight plastic, fabric, or other material, <br />suspended from a rope, wire, or string usually in a series, designed to move <br />in the wind. <br />(5) "Lighter- than -Air sign" means a sign that is either expanded to its full <br />dimensions, or supported by gasses contained within the sign, or sign parts, <br />at pressure greater than atmospheric pressure. <br />(6) "Streamer or Wind sign" means any sign designed to move in the wind that <br />is not specifically a pennant or lighter- than -air sign. <br />(7) `Electronic Reader Board sign" means a sign designed to display a message <br />or graphics electronically produced. <br />(c) Classification by Structural Type. <br />(1) "Canopy sign" means a sign attached to the underside of the canopy at a <br />ninety degree angle to the street, intended for pedestrian visibility. <br />
