ARTICLE THREE. <br />OFFICE OF THE MAYOR <br />3.i EXECUTIVE AND ADMINISTRATIVE POWERS <br />The executive and administrative powers of the city shall be vested in the <br />mayor, directors of departments and other administrative officers <br />provided for in this charter or by ordinance or by resolution. <br />3.2 RESIDENCY, TERM AND QUALIFICATIONS OF MAYOR <br />The mayor shall be elected for a term of four years, commencing on the <br />first day of January following the election, shall have been for at least one <br />year immediately prior to the date of taking office both a resident of the <br />city and a registered voter of the city, and shall continue as both a resident <br />and registered voter of the city during the term of office. Except in the case <br />of vacancies, the mayor shall be elected in the regular municipal election <br />held in the year immediately prior to the year in which a presidential <br />general election is held. <br />3.3 MAYOR EX- OFFICIO DIRECTOR <br />Subject to the provisions of this charter, if a department of public safety is <br />created the mayor shall by virtue of his or her office be its director, without <br />additional compensation, and to that extent shall exercise all powers and <br />perform all duties delegated to and conferred upon the director of public <br />safety by this charter, by ordinance or resolution and by general law. <br />3.4 MAYOR'S APPOINTMENT POWER <br />The mayor may appoint, with approval of council, and may remove, if and <br />when the office is created, a director of public safety, and shall appoint, <br />with the approval of council, other directors in accordance with this char- <br />ter. The mayor shall make all other appointments under the provisions of <br />this charter not otherwise provided for by general law or by council legisla- <br />tion; and those appointees shall serve until removed by the mayor or until <br />their respective successors are appointed and qualified. <br />3.5 SALARY OF THE MAYOR <br />(a) Salary. The salary of the mayor shall be established by ordinance or <br />resolution, provided that the legislation must be adopted not less than 30 <br />days prior to the deadline for the filing of nominating petitions by candi- <br />10 <br />
