CHAPTER 123 Departments and Directors Established 123,01 Departments Established. 123.02 Directors of Departments. 123.03 Department of Public Works. 123.04 Department of Public Safety. 123.05 Department of Law. 123.06 Department of Finance. 123.07 Department of Planning and Development. 123.08 Department of Human Services. 123.09 Department of Human Resources. 123.01 DEPARTMENTS ESTABLISHED, The following administrative departments are hereby established: a Department of Public Works, a Department of Public Safety, a Department of Law, a De- partment of Finance, a Department of Planning and Development, a Department of Human Services, and a Department of Human Resources. 123.02. DIRECTORS OF DEPARTMENTS. The head of each department shall be a director, appointed by the Mayor, and shall serve at the Mayor's pleasure. Each director shall administer his or her de- partment in accordance with the charter, the applicable ordinances adopted by Council, the rules and regulations made by the Mayor, and general law, except as general law may be limited by Council. Each director may, subject to appli- cable civil service regulations, appoint, promote, transfer, reduce or remove di- vision heads, officers and employees within his or her department. 123.03 DEPARTMENT OF PUBLIC WORKS. The director of the Department of Public Works shall: (a) Have charge of the construction, improvement, repair and maintenance, in- cluding engineering and inspection in connection therewith, of streets and other public highways, sidewalks, wharves, docks, and landings; sewers, drains, ditches, culverts, canals, streams, watercourses and harbors; public buildings; the water works; parks, playgrounds, boulevards, cemeteries, squares and other public places and grounds belonging to the City or dedi- cated to public use; (b) Manage and control any public markets, sewage disposal plants, and all public utilities of the City supported in part or in whole by taxation and shall enforce all the obligations of privately owned or operated public utili- ties enforceable by the City; and (c) Have charge of the making and preservation of all surveys, maps, plans, drawings and estimates for any public work; the cleaning, sprinkling and lighting of streets and public places; the collection and disposal of waste; the preservation of contracts, papers, tools and appliances belonging to the City and pertaining to the functions of the department; 123.04 DEPARTMENT OF PUBLIC SAFETY.
