CHAPTER 123 <br />Departments and Directors Established <br />123,01 Departments Established. <br />123.02 Directors of Departments. <br />123.03 Department of Public Works. <br />123.04 Department of Public Safety. <br />123.05 Department of Law. <br />123.06 Department of Finance. <br />123.07 Department of Planning and Development. <br />123.08 Department of Human Services. <br />123.09 Department of Human Resources. <br />123.01 DEPARTMENTS ESTABLISHED, <br />The following administrative departments are hereby established: a Department <br />of Public Works, a Department of Public Safety, a Department of Law, a De- <br />partment of Finance, a Department of Planning and Development, a Department <br />of Human Services, and a Department of Human Resources. <br />123.02. DIRECTORS OF DEPARTMENTS. <br />The head of each department shall be a director, appointed by the Mayor, and <br />shall serve at the Mayor's pleasure. Each director shall administer his or her de- <br />partment in accordance with the charter, the applicable ordinances adopted by <br />Council, the rules and regulations made by the Mayor, and general law, except <br />as general law may be limited by Council. Each director may, subject to appli- <br />cable civil service regulations, appoint, promote, transfer, reduce or remove di- <br />vision heads, officers and employees within his or her department. <br />123.03 DEPARTMENT OF PUBLIC WORKS. <br />The director of the Department of Public Works shall: <br />(a) Have charge of the construction, improvement, repair and maintenance, in- <br />cluding engineering and inspection in connection therewith, of streets and <br />other public highways, sidewalks, wharves, docks, and landings; sewers, <br />drains, ditches, culverts, canals, streams, watercourses and harbors; public <br />buildings; the water works; parks, playgrounds, boulevards, cemeteries, <br />squares and other public places and grounds belonging to the City or dedi- <br />cated to public use; <br />(b) Manage and control any public markets, sewage disposal plants, and all <br />public utilities of the City supported in part or in whole by taxation and <br />shall enforce all the obligations of privately owned or operated public utili- <br />ties enforceable by the City; and <br />(c) Have charge of the making and preservation of all surveys, maps, plans, <br />drawings and estimates for any public work; the cleaning, sprinkling and <br />lighting of streets and public places; the collection and disposal of waste; <br />the preservation of contracts, papers, tools and appliances belonging to the <br />City and pertaining to the functions of the department; <br />123.04 DEPARTMENT OF PUBLIC SAFETY. <br />
