from the Commission of such appeal, forthwith transmit to the Commission a copy of the charges and proceedings thereunder, and the Commission. shall hear such appeal within ten (10) days from and after the filing of the same with the Commission, and may affirm, disaffirm or modify the judg- ment; and its judgment in the matter shall be final. 123.05 DEPARTMENT OF LAW. The Department of Law shall be headed by a director of law, who shall be an at- torney admitted to practice law in the state, shall be a registered voter of the City, and shall be appointed by the Mayor with the approval of council. The di- rector of law shall serve as chief legal adviser to Council, the Mayor, all boards and commissions, and all city departments, offices and agencies; shall represent the City in all legal proceedings; and shall perform any other duties prescribed by the charter, ordinance, resolution or general law, except as general law may be limited by Council 123.06 DEPARTMENT OF FINANCE. The Department of Finance shall be headed by a director of finance. The direc- tor of finance shall be responsible for the administration of all financial require- ments called for by the chatter, ordinance, resolution or general law, except as general law may be limited by Council. The director of finance shall also be the city auditor. 123.07 DEPARTMENT OF PLANNING AND DEVELOPMENT. The director of planning and development shall have charge of the operation of the Department of Planning and Development. The director shall direct adminis- trative matters with respect to the planning for and development or redevelop- ment of the City. The director shall undertake, or cause to be undertaken, any and all actions necessary to furthering the planned development of the City, in- cluding, but not limited to, the following: (a) Making recommendations to the Mayor, Council and the Planning Commis- sion with respect to the City's comprehensive general plans for the devel- opment, redevelopment and improvement of the City; (b) The preparation of all plans,.drawings and specifications that may be re- quired or are desirable to implement the City's comprehensive general plans; or as may be required or be desirable with respect to specific loca- tions within the City; (c) The preparation and administrative processing of applications for state, fed- eral or other financial assistance in connection with programs and projects the purpose of which are to foster and promote planned community devel- opment within the City, and the administration of such programs and pro- jects for the City; (d) Reviewing and making recommendations to the Mayor, Council and the Planning Commission, as appropriate, with respect to proposals for the de- velopment or redevelopment of the City; (e) Making recommendations to the Mayor, Council and the Planning Commis- sion, as appropriate, with respect to zoning rules, regulations, controls, and design guidelines and standards which, in the director's view, are necessary
