from the Commission of such appeal, forthwith transmit to the Commission <br />a copy of the charges and proceedings thereunder, and the Commission. <br />shall hear such appeal within ten (10) days from and after the filing of the <br />same with the Commission, and may affirm, disaffirm or modify the judg- <br />ment; and its judgment in the matter shall be final. <br />123.05 DEPARTMENT OF LAW. <br />The Department of Law shall be headed by a director of law, who shall be an at- <br />torney admitted to practice law in the state, shall be a registered voter of the <br />City, and shall be appointed by the Mayor with the approval of council. The di- <br />rector of law shall serve as chief legal adviser to Council, the Mayor, all boards <br />and commissions, and all city departments, offices and agencies; shall represent <br />the City in all legal proceedings; and shall perform any other duties prescribed <br />by the charter, ordinance, resolution or general law, except as general law may <br />be limited by Council <br />123.06 DEPARTMENT OF FINANCE. <br />The Department of Finance shall be headed by a director of finance. The direc- <br />tor of finance shall be responsible for the administration of all financial require- <br />ments called for by the chatter, ordinance, resolution or general law, except as <br />general law may be limited by Council. The director of finance shall also be the <br />city auditor. <br />123.07 DEPARTMENT OF PLANNING AND DEVELOPMENT. <br />The director of planning and development shall have charge of the operation of <br />the Department of Planning and Development. The director shall direct adminis- <br />trative matters with respect to the planning for and development or redevelop- <br />ment of the City. The director shall undertake, or cause to be undertaken, any <br />and all actions necessary to furthering the planned development of the City, in- <br />cluding, but not limited to, the following: <br />(a) Making recommendations to the Mayor, Council and the Planning Commis- <br />sion with respect to the City's comprehensive general plans for the devel- <br />opment, redevelopment and improvement of the City; <br />(b) The preparation of all plans,.drawings and specifications that may be re- <br />quired or are desirable to implement the City's comprehensive general <br />plans; or as may be required or be desirable with respect to specific loca- <br />tions within the City; <br />(c) The preparation and administrative processing of applications for state, fed- <br />eral or other financial assistance in connection with programs and projects <br />the purpose of which are to foster and promote planned community devel- <br />opment within the City, and the administration of such programs and pro- <br />jects for the City; <br />(d) Reviewing and making recommendations to the Mayor, Council and the <br />Planning Commission, as appropriate, with respect to proposals for the de- <br />velopment or redevelopment of the City; <br />(e) Making recommendations to the Mayor, Council and the Planning Commis- <br />sion, as appropriate, with respect to zoning rules, regulations, controls, and <br />design guidelines and standards which, in the director's view, are necessary <br />
