If#iDFD7D17\ IA 601 Ole NWODI.UA01: eWPRIT /[N 00 The director of human services shall have charge of the operation of the De- partment of Human Services, whose general purpose is to advance the humani- tarian goals of local government by providing services to persons of all ages and administering intergenerational programs. The director shall engage in programs as authorized by ordinance, general law, and the budget approved by Council. 123.09 DEPARTMENT OF HUMAN RESOURCES The director of human resources shall have charge of the operation of the De- partment of Human Resources, which is responsible for recruitment, retention and selection of employees; employee classification and compensation; labor re- lations; ensuring equal employment opportunity; employee training and devel- opment; administering employee benefits; administering the City's worker's compensation program; and human resources management and employee rela- tions. Section 2. Sections 139.01 and 139.03, currently reading as follows 139.01 DEPARTMENT ESTABLISHED; DIRECTOR. (a) The Department of Planning and Development is hereby established and shall be under the supervision of a Director of Planning and Development. (b) The Director shall be nominated by the Planning Commission and appoint- ed by the Mayor at his discretion. 139.03 INTENT OF COUNCIL. It is the intention of Council, in making provision for a Director of Planning and Development: (a) To aid and expedite the work and duties of the Planning Commission; (b) That all planning, zoning, surveys, purchase of City property and all other matters related to the zoning and planning of the City should be given care- ful study and consideration by the Director and the Planning Commission; and (c) That such subjects shall be studied and considered and recommendation made with respect thereto by the City Planning Commission, prior to any action thereon by Council are hereby repealed.
