149.03 LAYOFFS IN THE DEPARTMENT OF PUBLIC WORKS. Whenever, because of lack of work or shortage of available funds duly appro- priated for payment of wages, the Director of Public Works determines it to be necessary to lay off one or more persons employed in positions designated in the salary ordinances relating to the Division of Streets, Sewers and Sidewalks, the Division of Parks and Public Gfom+&Property, the Division of Water and the Division of Refuse Collection and Disposal (all organized under the Department of Public Works by virtue of ° 4eL—V" of the City Charter), as "laborer" or `la- borers", he shall first lay off the employee who has served the City as an em- ployee the least period of time. In the event of any such layoff, the Director of Public Woks is authorized to transfer employees from one such Division to an- other as, in his discretion, he deems necessary in the public interest. For the purposes of this section, the following terms shall have the meanings ascribed to them in this subsection, unless a different meaning is clearly indicated in the context: (1) "Charter " means the Second Amended Charter of the City. shall be repealed, and new Subsection (a)(1) within Section 153.15, Improvement Target Areas, shall be enacted to read as follows: 153.15 IMPROVEMENT TARGET AREAS. (a) Definitions. Section 17. Section 156.03, Powers and Duties, currently reading as follows: 156.03 POWERS AND DUTIES. (a) The powers of the Board shall be those set forth in Article XIV, Section 2 of the Second Amended Charter of the City. (b) Any member of the Board shall have the power to subpoena and require the attendance of witnesses, administer oaths and compel testimony and the production of books, papers and other evidence pertinent to any issue before the Board.
