B. To enable the City to earn a greater yield on its investments and provide <br />safeguards of the City's moneys. <br />Section 14. Section 142.07, Mission Statement; Bylaws and General Rules of Operation, <br />currently reading as follows: <br />142.07 MISSION STATEMENT; BYLAWS AND GENERAL RULES OF <br />OPERATION. <br />The Lakewood Community Relations Commission shall be authorized to adopt <br />its own mission statement, bylaws and general rules of operation, which shall be <br />consistent with this chapter, all other ordinances and the Amended Charter of <br />the City and the laws of the State. Lakewood City Council shall ratify the by- <br />laws and general rules of operations of the Lakewood Community Relations <br />Advisory Commission. Section 149.03, Layoffs in the Department of Public Works, currently read- <br />ing as follows: <br />149.03 LAYOFFS IN THE DEPARTMENT OF PUBLIC WORKS. <br />Whenever, because of lack of work or shortage of available funds duly appro- <br />priated for payment of wages, the Director of Public Works determines it to be <br />necessary to lay off one or more persons employed in positions designated in the <br />salary ordinances relating to the Division of Streets, Sewers and Sidewalks, the <br />Division of Parks and Public Grounds, the Division of Water and the Division of <br />Refuse Collection and Disposal (all organized under the Department of Public <br />Works by virtue of Article V of the City Charter), as "laborer" or "laborers ", he <br />shall first lay off the employee who has served the City as an employee the least <br />period of time. In the event of any such layoff, the Director of Public Works is <br />authorized to transfer employees from one such Division to another as, in his <br />discretion, he deems necessary in the public interest. <br />shall be repealed, and new Section 149.03, Layoffs in the Department of Public Works, shall be <br />enacted to read as follows: <br />
