B. To enable the City to earn a greater yield on its investments and provide safeguards of the City's moneys. Section 14. Section 142.07, Mission Statement; Bylaws and General Rules of Operation, currently reading as follows: 142.07 MISSION STATEMENT; BYLAWS AND GENERAL RULES OF OPERATION. The Lakewood Community Relations Commission shall be authorized to adopt its own mission statement, bylaws and general rules of operation, which shall be consistent with this chapter, all other ordinances and the Amended Charter of the City and the laws of the State. Lakewood City Council shall ratify the by- laws and general rules of operations of the Lakewood Community Relations Advisory Commission. The mission statement of Lakewood Community Rela- tions Advisory Commission shall be consistent with Section 142.01. shall be repealed, and new Section 142.07, Mission Statement; Bylaws and General Rules of Operation, shall be enacted to read as follows: 142.07 MISSION STATEMENT; BYLAWS AND GENERAL RULES OF OPERATION. Section 149.03, Layoffs in the Department of Public Works, currently read- ing as follows: 149.03 LAYOFFS IN THE DEPARTMENT OF PUBLIC WORKS. Whenever, because of lack of work or shortage of available funds duly appro- priated for payment of wages, the Director of Public Works determines it to be necessary to lay off one or more persons employed in positions designated in the salary ordinances relating to the Division of Streets, Sewers and Sidewalks, the Division of Parks and Public Grounds, the Division of Water and the Division of Refuse Collection and Disposal (all organized under the Department of Public Works by virtue of Article V of the City Charter), as "laborer" or "laborers ", he shall first lay off the employee who has served the City as an employee the least period of time. In the event of any such layoff, the Director of Public Works is authorized to transfer employees from one such Division to another as, in his discretion, he deems necessary in the public interest. shall be repealed, and new Section 149.03, Layoffs in the Department of Public Works, shall be enacted to read as follows:
