(a) Pursuant to Article I1I, Section 12 of the Second Amended City Charter , <br />and notwithstanding any contrary definition or provision of the Ohio Re- <br />vised Code, the Lakewood Sun -Post and the Cleveland Plain Dealer are <br />each hereby determined to be a newspaper of general circulation within the <br />City of Lakewood, and the Cleveland Plain Dealer is hereby determined to <br />also be a newspaper of general circulation with Cuyahoga County. <br />(b) For the purposes of this chapter, a legal notice shall provide as much detail <br />as possible while making such notices as brief as reasonably may be ac- <br />complished, reference in any such legal notice to the time, place, and gen- <br />eral subject or purpose shall be sufficient, so long as more specific detail is <br />made readily available both by referring to the specific location on the <br />City's web pages for that detail and by listing a specific telephone number <br />at which such detail can be described. <br />(c) For the purposes of this chapter, the words "posting copies thereof' means <br />the procedure as set forth in Section 107.01. <br />shall be repealed, and new Section 107.02, Legal Notice in Newspaper or By Posting, shall be <br />enacted to read as follows: <br />107.02 LEGAL NOTICE IN NEWSPAPER OR BY POSTING. <br />(a) Pursuant to Article H! Section 107.04, Notice of Special Assessment, currently reading as follows: <br />107.04 NOTICE OF SPECIAL ASSESSMENT. <br />(a) Notice of the passage of a resolution of necessity and the filing of the esti- <br />mated assessment required by Article XVI, Section 4 of the Second <br />Amended City Charter shall be given to property owners or persons in <br />whose names the property may be assessed for taxation upon the tax dupli- <br />cate in the manner provided for service of summons in civil actions. For all <br />nonresident property owners who cannot be found, the notice shall be pub- <br />lished at least once in a newspaper of general circulation within the City. <br />Such notice shall contain a statement of the character of the proposed im- <br />provement, the fact that the assessment report has been filed with Council, <br />
