<br /> AN EMERGENCY RESOLUTION objecting to the transfer
<br />of liquor permits issued in the name of Gray's Ten Pin Lounge,
<br />Inc. from 15640 Madison Avenue to 15021 Detroit Avenue in the
<br />City of Lakewood, Ohio°
<br />
<br /> WHEREAS, Gray's Ten Pin Lounge, Inc. has applied
<br />to the Department of Liquor Control, State of Ohio, for per-
<br />mission to transfer its liquor permits from 15640 Madison
<br />Avenue, Lakewood, Ohio, to 15021 Detroit Avenue~ Lakewood,
<br />Ohio, and,
<br />
<br /> WHEREAS, An investigation of the applicant reveals
<br />that during the approximately two years during which the pre-
<br />sent owners have operated this establishment, one of~ said
<br />owners, Firs. Frances Lazroff, has twice been citediand convict-
<br />ed in Lakewood Municipal Court of selling beer to minors, and,
<br />
<br /> WHEREAS, Said permits were suspended for twenty-
<br />one (21) days arising out of sales of beer to minors, and,
<br />
<br /> WHEREAS, This establishment, while under the
<br />management of the present owners, has a history of having
<br />fights and brawls occur on the premises, and,
<br />
<br /> WHEREAS, The present owners have not cooperated
<br />with local law enforcement officers in the investigation of
<br />said fights and brawls, and,
<br />
<br /> WHEREAS, The residents of the immediate neighborhood
<br />have frequently complained of the noise emanating from the
<br />premises and the parking lot thereof, and,
<br />
<br /> WHEREAS, This Council is of the opinion that the
<br />reputability of the present owners of said establishment is
<br />such that they are unsuitable for the operation of a liquor
<br />establishment in the City of Lakewood, and,
<br />
<br /> WHEREAS, This resolution constitutes an emergency
<br />measure in that it provides for the preservation of the public
<br />peace, property, health and safety and for the usual daily
<br />operation of a municipal department; now, therefore,
<br />
<br /> BE IT RESOLVED BY TRE COUNCIL OF THE CITY OF
<br />LAKEWOOD, STATE OF OHIO:
<br />
<br /> Section 1. That this Council hereby strenuously
<br />objects to the granting, by the Department of Liquor Control
<br />of the State of Ohio, of the Application of Gray's Ten Pin
<br />Lounge, Inc. to transfer its permits from 15640 Madison Avenue,
<br />Lakewood, Ohio, to 15021 Detroit Avenue, Lakewood, Ohio, for the
<br />
