COMPENSATION. The members of the Congress and their <br /> <br />alternates shall serve without compensation. INITIAL FINANCING. Each cooperating municipality shall pay, <br />within thirty days after the election of the initial Board of <br />Trustees, to the Board of Trustees, money in the amount of 10¢ <br />per capita for its estimated population as estimated in Jan- <br />uary, 1970, by the Governmental Research Institute. Upon <br />final hearing, if the Court enters a final order establishing <br />the A~thority, each municipality shall pay, within 60 days <br />thereafter, to the Board of Trustees, a like amount of money. <br />Should it become possible at a later date for the Authority <br />to do so, ~hese funds shall be repaid to the participating <br />governments. In addition, each participating government agrees <br />to make available to the Authority, without charge, all <br />engineering records and .:ted[es pertinent to the Authority,s <br />operations which are the property of such government. <br /> <br />9. _~MPLOYMENT OF STAFF.
