Hr. Moran ~nformed <br />the Board that back //1 1980 ~/%d 1981, Hr. Joiner went ~2~-ough ~he same <br />process of having too many cats and had many repairs that had ~o be made. <br />Mr. Joiner finally took care of those violations. <br /> <br />Chairman Wright then asked for audience comments. <br /> <br />Hr. John Clay, of 1577 Elmwood Avenue, Hr. Joiner's next door neighbor, <br />took the oath and s~ated that the stench was so unbearable that he had %o <br />keep his windows, on the side of the house facing Hr. Joiner's house, <br />closed. Ne stated that his home was 20 feet away from Hr. Joiner's house, <br />but that the area around the house constantly smelled and they could no <br />longer utilize their dining room or their porches for enterta/ning. <br /> <br />Kathleen Clay of 1577 Elmwood Avenue, took the oath and supported the <br />statements of Mr. John Clay. She further s~ated that the situation was <br />absolutely intolerable and the City really had ~o do something. <br /> <br />Mr. Alfred Wolff, of 1585 Elmwood Avenue, the neighbor on the other side of <br />Mr. Joiner, took the oath and stated that his home is only 8 feet away and <br />the stench is to%ally unbearable and there are cats running all over the <br />place. Mr. Wolff stated that there were buried cats in the backyard which <br />had been removed for health reasons. <br /> <br />Mr. Guy Kitchen, of 1595 Elmwood Avenue, another neighbor of Hr. Joiner, <br />took the oath and stated that while he didn't live next door he was still <br />aware of the stench and the Joiner's care of the property was causing many <br />problems in the neighborhood. <br /> <br />Anneliese Wolff, of 1585 Elmwood Avenue, took the oath and stated that her <br />home is only 8 feet away and she and her husband have lost the use of their <br />property. They can no longer have picnics in the backymrd or sit on the <br />front porch because of the horrendous stench emanating from Hr. Joiner's <br />property. She further stated that she wished the City could do so~ething <br />to alleviate the situation because it had been going on for many, many <br />years. <br /> <br />Mr. Bill McDonough, of 1588 El=wood Avenue; ~ook the oath and sta~ed that <br />he was ~hree doors down and across the street but was ~otally aware of the <br />problems that Hr. Joiner's property was causing the neighborhood. He <br />reiterated comments that others had made about the unbearable stench and <br />the large n~mber of animals roaming around the neighborhood. <br /> <br />There being no further audience comments, Mr. Forte moved and Mr. Acciarri <br />seconded a motion finding that 1583 Elmwood Avenue is a public nuisance <br />according to Ordinance 1305.521 (i)-E, F, I, J. <br /> <br />Yeas: Acciarri, Forte, Llsowski, Soltis, Wright <br />Nays: None <br /> <br /> <br />
