Public Hearing <br />September 11, X989 <br />Page 7 <br /> <br /> are six ca~s remaining and hopefully before ~oo long they wlll be removed. <br /> We have Petitioned ~he City of Lakewood, since we have not been able ~o <br /> obtain anyone elsa ~o do it, ~o try to ~ake care of ~he outside of ~he <br /> house and grounds. The debris on ~he front porch has been removed. Mr. <br /> Joiner, within his capabilities, is attempting ~o comply with ~he request <br /> orders from the Building Dep~nt and Health'Department. At this present <br /> t/me he is just Physically ~u%able ~o comply. We carrot deny that these <br /> situations exist. For my own par~, I will not enter the house. I request <br /> that Mr. Joiner come out to the porch. The stench is unbearable. I have <br /> arranged to have two industrial house cleaners come in this week to give <br /> estimates on cleaning the hOme. It has been difficult finding someone ~o <br /> come in once I describe ~he situation. There are many /nterior house <br /> cleaning ads ~n ~he yellow pages, but wflen I explain to them exac~/y what <br /> ~he situation is they refuse to come in. I have an Omni Clean and Se~-~ice <br /> Master coming in tomorrow afternoon. I have no idea what ~heir est/mate <br /> will be to clean up ~he situation. I can syn~athize with the neighbors on <br /> each side--the stench is awful, you can tell it from the outside of the <br /> house. I think the situation can be remedied. Mr. Joined has nowhere else <br /> to go. He exists solely on two ~ensions he receives--one disability and <br /> the other one is social security ~ension. All I can tell ~his Board is <br /> that I think the house is'repairable. I think Mr. Joiner can be restrained <br /> from keeping an excessive number of cats in his home, and I ask ~ou ~o <br /> consider the repair asPect of the house rather than demolishing it.' <br /> <br /> n r-?u.rmanthen asked Mr. Martinez if it was his opinion that the house is, <br /> xact, a public nuisance and unsafe structure, but it is repairable. Mr. ~artinez stated that the only thing that could be done would be <br />to let Mr. Joiner know what few options he had left. Mr. Mar~lnez said <br />that currently no family members were involved in Wing to find Mr. Joiner <br />another place ~o live. Mr. Martinez added that Nancy Mercer, from the <br />Mealth Department, felt ~hat }tr. Joiner was eccentric to say the least, but <br />he could take care of himself. <br /> <br />Mr. Murman then asked, "Is the family or he doing anything to assure the <br />neighbors or comunit¥ that this wouldn't be a recurring Phenomena. Mr. <br />Martinez said that that was not possible and he certainly couldn't assure <br />the City that the situation couldn't ha~en again. Mr. Murman thanked 'Hr. <br />Martinez for his 'candor". <br /> <br />Chairman Wright asked Mr. Moran of the Building Department, if he felt the <br />house was salvageable. Mr. Moran responded that structurally the house was <br />sound, but a special cleaning service would have to come in with breathing <br />apparatus in order to bring the house up to code. Chairman Wright asked <br />Mr. Mcran if all the surfaces, stained by the urine, would have to be <br />replaced. Mr. Moran stated that the urine on the plaster walls would not <br /> <br /> <br />
