' CUYAHOGA COUNTY <br /> :~LANNING COMMISSION <br /> <br /> #ork Prograe <br />Lakevood Housing Analysis <br /> <br /> Prepered by the <br />Cuyahoga County PI. arming Coemission <br /> January 24~ 1990 <br /> <br />The City of Lakewood, as part of its city-wide planning effort~ has requested the <br />Cuyahoga County Planning Commission (C~C) ~o prepare a proposal for ·n analysis of <br />housing in the City. ~his analysis will be comprehensive in scope and will be <br />comprised of the following components{ <br /> <br />I. Housing Characteristics Update <br /> <br />CPC will compile data on the City's housing stock through a update of 1980 Census <br />data. Specific data to be compiled over the past decade will include infornat£on <br />on housing sales, changes in number of units by type as a result of condominium <br />conversions or other factors, and building code violations. Data sources will <br />include the Cuyahoga County Auditor's files, C.S.U. College of Urban Affairs and <br />the City's Building Department. <br /> <br />II. Condition Survey of Residential Propertyz 1-3 Faaily Units <br /> <br />The last comprehensive survey of Lakewood's existing housing conditions was <br />conducted in 2982 as part of an improvement target area study. The purpose of that <br />survey was to identify the number and location of substandard dwelling units <br />throughout the City. ~he CPC will conduct an exterior conditions survey to update <br />the 2982 study. ~roperty conditions will be assessed on the basis of written <br />criteria regarding a number of building and site fsatureu. ~cores assigned to each <br />substandard residential property will be recorded by address, and then located on · <br />one inch - 400 foot scale property map. <br /> <br />Ill. Condition Survey of Residential Propertyl Multi-really Housing Units <br /> <br />The City's last evaluation of multi-family housing (four or more units) vas <br />conducted in [980. The C~C proposes to conduct an exterior condition survey of all <br />multi-family rental structures, and identifying the locations of all substandard <br />buildings in need of significant repair. Property conditions will be assessed on <br />the basis of written criteria regarding building and site characteristics. Scores <br />assigned to each substandard property will be recorded by address on survey for~s <br />and will be mapped on a [ inch - 400 foot base map. The survey of multi-family <br />units will be conducted on foot in most ·rems to insure a more thorough evaluation. <br /> <br />IV. Rehabilitation Jeeds Assessment <br /> <br />CPC will obtain addresses of multi-family property owners in the City from County <br />Auditor's records. A questionnaire will be developed by C~C and the City to <br />ascertain rental buildings owners' characteristics and their attitudes towards <br />rehabilitation. The questionnaire would update a ~980 owners' survey and would <br />assist in efforts to deternine prospective multi-family building renovation in the <br /> <br /> <br />
