· CUY'AHOGA COUNTY <br /> PLANNING COMMISSION <br /> <br />V, #arketAnalysIs - Owners <br /> <br />CPC will conduct a survey of both buyers and sellers of one to three family units <br />in the City over the past year. A list of buyers will be available through the <br />County Auditor's property file and Cleveland State University. Sellers will be <br />available through obtaining change of address cards from the U.S. Postal Service. <br />?he surveys will be valuable in determining characteristics of buyers and sellers <br />of detached hones and condominiums in the City of Lakewocd, and will be utilized to <br />determine strategies and reconnendations for retaining existing residents and <br />attracting proupec~ive homebuyers to the City. <br /> <br />VI. Housing ReinveutuentAnalysis <br /> <br />For a city with an older housing stock, it is important to understand the level at <br />which owners are re£nvesting in their properties. CPC will analyze the <br />alteration/addition, garage, plumbing and electrical category building permits over <br />the past five years for one and ~wo-family structures, tracking dollar value, <br />location and mapping the geographic distribution of the work on a 1 inch - 400 foot <br />base nap. Although this analysis will not include all structures improved, due to <br />factors such as work that does not require permits, it will yield infornation on <br />the patterns of reinvestment in the City. Data sources will include the City's <br />Building Department and the Connunity Development Corporation. <br /> <br />VII. lkvelopeent of Housing Policies <br /> <br />Following the review and analysis of data from the preceding surveys and reports, <br />CPC will develop a series of strategies with regard to maintenance and enhancement <br />of the City's housing stock.
