Section 4. That the Director of Public Works is hereby authorized and <br />directed to establish a Special Homestead exemption effective March 1, <br />1987, whereby a minimum service and consumption charge shall be made <br />to homesteads owned by persons 65 years of age or older or by a <br />permanently or totally disabled person provided that such person's <br />total income is less than $15,000 annually. The minimum charge for <br />the first 1,000 cubic feet of water'or less used by each homestead <br />during each one or three month billing period shall be 70% of the <br />standard rate and will not exceed SIXTEEN DOLLARS AND TEN CENTS <br />($16.10) beginning January 1, 1993; SEVENTEEN DOLLARS AND FIFTY <br />CENTS ($17.50) beginning January 1, 1994; and EIGHTEEN DOLLARS AND <br />NINETY CENTS ($18.90) beginning January 1, 1995. All water used in <br />excess of 1,000 cubic feet during each one or three month billing <br />period shall also be at 70% of the standard rate and shall not exceed <br />ONE HUNDRED SIXTY ONE AND NO TENTH CENTS (161.0¢) per 100 cubic feet <br />beginning January '1, 1993; ONE HUNDRED SEVENTY FIVE AND NO TENTHS <br />CENTS (175.0¢) per 100 cubic feet beginning January 1, 1994; and <br />ONE HUNDRED EIGHTY NINE AND NO TENTH CENTS (189.0¢) per 100 cubic <br />feet beginning January 1, 1995. <br /> <br />Section 5.
