INTERGOVERNMENTAL AGREEMENT FOR RECYCLING OF OLD <br />NEWSPAPER AND MAGAZINES IN CUYAHOGA COUNTY, OHIO <br /> <br /> I. PARTIES <br /> <br /> This Agreement is made this day of , 199m, by and between <br /> <br /> , a political subdivision organized under the laws of the State of <br />Ohio, and the Board of County Commissioners of Cuyahoga County as trustees of the <br />Cuyahoga County Solid Waste Management District. <br /> <br /> I1. RECITALS <br /> <br /> A. The disposal of solid-waste is a critical national, state and local problem. <br /> One of the aspects of such problem is the disposal of old newspaper and <br /> magazines, discarded by residents and collected by municipalities. <br /> Because there has not been a steady market for municipalities to rely <br /> upon to insure that old newspaper and magazines will enter the <br /> recycling~ stream, the result is that much old newspaper and magazines <br /> are being landfilled. <br /> <br /> B. Pursuant to House Bill 592, Ohio's 88 counties were organized into 48 <br /> Solid Waste Management Districts which are mandated to reduce the <br /> amount' of'solid waste disposed of in landfills by twenty-five percent <br /> (25%) by June of 1994. <br /> <br /> ~ Recycling as used in this Agreement shall have the same meaning as it is defined <br />in Chapter 3745 of the Ohio Revised Code and/or the regulations promulgated <br />thereunder or as may be amended or replaced from time to time by the Ohio <br />Legislature or the Ohio EPA. <br /> <br /> <br />
