Ce <br /> <br />De <br /> <br />The Board of County Commissioners of Cuyahoga County, organized as <br />a single county Solid Waste Management District pursuant to R.C. <br />Section 343.01 (hereinafter referred to as the "District") and many of <br />the political subdivisions in Cuyahoga County are desirous of voluntarily <br />coordinating individual political subdivision collection of old newspaper <br />(hereinafter referred to as "ONP") and magazines with the services of <br />one private recycling operator to create a long term placement of ONP <br />such that it will all be recycled-in order to help achieve such twenty-five <br />percent (25%) reduction of landfilling and in order to minimize the cost <br />to the municipali, ties of collecting and disposing of ONP. <br /> <br />The District sought a private recycle~ to agree to take all of the ONP <br />generated by participating Cuyahoga County political subdivisions, <br />regardless of erratic market variances, in exchange for a .large, <br /> <br />predictable, and. reliable-volume of ONP. <br />negotiated and Will be entering into <br /> <br />The District, as a result, has <br />a contract on behalf of the <br /> <br />participating political subdivisions with Packaging Corporation of America <br />(hereina~er referred to as "Recycler" or "PCA"), a copy of which is <br />attached as Exhibit 1, and incorporated as if fully rewritten herein <br />(hereinafter referred to as "Recycler Contract"), .to use its privately <br />owned and operated facility to collect and recycle all of the ONP <br />delivered by all participating political subdivisions including the Political <br />Subdivision herein. <br /> <br />-2- <br /> <br /> <br />
