The underlying philosophy of the Recycler Contract is that the method <br />of collection by the Political Subdivision including quality control of the <br />ONP remains in the sole control of the Political Subdivision and the ONP <br />collected and delivered to the private recycter is owned by the Political <br />Subdivision and is sold by it, or delivered by it without charge, directly <br /> <br />to such private recycier. <br /> <br />The Recycler 'Contract provides, among <br />purchase all Grade #06 News delivered <br /> <br />other things, for PCA to <br />by the individual political <br /> <br />subdivisions for a fixed price of $5.00 per ton for the first year of the <br />contract. During the balance of the 1st 5-year term, PCA will pay a <br />price for Grade #06 News which is $20.00 per ton less than the "High" <br />Chicago Market as published in the second edition of The Official Board <br />Markets yellow sheet for that month. However, in no event shall the <br />Political Subdivision be charged for Grade #06 News even if the market <br />price for ONP drops below $20.00 a ton such that the aforesaid <br />calculation results in a negative figure. The Recycler Contract further <br />provides that PCA will accept without charge therefor all magazines <br />delivered to it. <br /> <br />All sales and/or deliveries of ONP and magazines shall be between the <br />Political Subdivision and the recycler. PCA shall make any payment of <br />money owed to the Political Subdivision directly to the Political <br />Subdivision on a monthly basis. The District does not own the ONP and <br /> <br />-3- <br /> <br /> <br />
