RESOLUTION NO. 6986-94 BY: Boscia, Flannery, George, Roth, Seelie, Smith A RESOLUTION authorizing and directing the Mayor to submit the FY 1995 Consolidated Plan, which incorporates the Final Statement for FY 1995 Community Development Block Grant funds, and all amendments thereto and all understandings and assurances contained therein, to the U.S. Department of Housing and Urban Development. WHEREAS, the Secretary of the Department of Housing and Urban Development [HUD] is authorized by various Federal Acts to make grants to units of general local government to finance community development programs; and WHEREAS, the Department of Housing and Urban Development recently amended the regulations for the Comprehensive Housing Affordability Strategy [CHAS] to require units of general local government to incorporate the CHAS into a Consolidated Plan; and WHEREAS, under said 'regulations the City is required to submit a Consolidated Plan to serve as a planning document and application for various HUD programs, including Community Development Block Grant funds, HOME Investment Partnerships Program funds, and Emergency Shelter Grant funds; and WHEREAS, The City of Lakewood continues to participate in various grant programs operated by the Department of Housing and Urban Development and such funds are necessary to accomplish its community development goals; and WHEREAS, The City of Lakewood proposes to apply for such grants and has, in that connection and as required by and pursuant to the various Acts and Regulations, prepared a FY 1995 Consolidated Plan, incorporating the FY 1995 Final Statement of Community Development Objectives and Projected Use of Funds, which contains local objectives, a description of activities to be undertaken, a budget, and certifications in the form of assurances; now, therefore, BE IT RESOLVED BY THE CITY OF LAKEWOOD, STATE OF OHIO: Section 1. That the Mayor is hereby authorized and directed to submit the FY 1995 Consolidated Plan, which incorporates the FY 1995 Final Statement for Community Development Block Grant funds, and related certifications and amendments thereto as necessary and to enter into an agreement with and to budget and administer all grant funds received from the U.S. Department of Housing and Urban Development: Section 2. That the Mayor is hereby authorized and directed to act in connection with submission of the FY 1995 Consolidated Plan and to provide such additional information as may be required. Section 3. It is found and determined that all formal actions of this Council concerning and relating to the passage of this resolution were adopted in an open meeting of this Council, and that all such deliberations of this Council and any of its committees that resulted in such formal action, were in meetings open to the public, in compliance with all legal requirements.
