HUD CONSOLIDATED PLAN <br />City of Lakewood, Ohio <br /> <br />Prepared in cooperation with the Cuyahoga County Planning Commission <br /> <br /> DRAFT EXECUTIVE SUMMARY - November 2, 1994 <br /> <br /> Five-Year Plan and One. Year Plan <br /> FISCAL YEAR 1995 <br /> (January 1, 1995 through December 31, 1995) <br /> <br />WHAT IS A CONSOLIDATED PLAN? <br /> <br />Each year, the U.S. Department of Housing and Urban Development requires that local governments <br />receiving federal housing funds, such as Community Development Block Grant money, submit a planning <br />document. During the 1980's, these documents were called Housing Assistance Plans (HAP). <br /> <br />As part of the legislation known as the National Affordable Housing Act of 1990, the HAP was replaced <br />by the Comprehensive Housing Affordability Strategy (CHAS). The CHAS requi~ed communities to gather <br />a broader range of information thaa the HAP, with the goal of using it as a tool to tdentify housing needs <br />and the resources and programs to address them. The CHAS contained the following information: <br /> <br />A community profile describing the: <br />· characteristics of the general population <br />· characteristics of the housing stock and housing market <br />· affordable housing needs of very low income, low income, and moderate income <br />families <br />· needs of homeless persons <br />, needs of other persons with special needs who require supportive services <br /> <br />A five-year strategy for housing investment to determine what programs the community <br />will use to address the needs outlined in the profile <br /> <br />A one-year plan for stating what federal and non-federal monies will be used during the <br />next twelve-month period to fund the programs identified in the five-year strategy <br /> :: <br /> <br />During calendar year 1994, HUD changed the CHAS into the Consolidated Submission for Community <br />Planning and Development Programs, or Consolidated Plan for short (24 CFR Part 91). One of the <br />purposes of tim Consolidated Plan is to combine into one document the planning and applications for <br />several documents to be Submitted once every twelve months. Previously, these documents were <br />submitted at various times during a .twelve month period.
