This document <br /> describes in detail each project that will receive CDBG funds during the coming year. <br /> <br />* HOME Investment Partnerships Program (HOME) description. Lakewood receives HOME <br />program funding as a member of the Cuyahoga Housing Consortium. This document describes <br />in general terms the project(s) that will receive HOME t~nds during the coming year. Additional <br />project information will be included as part of the Consolidated Plan of the Cuyahoga Housing <br />Consortium, which will be submitted to HUD in spring, 1995. <br /> <br />* Emergency Shelter Grant (ESG) application. This document describes in general terms the <br />activities to be funded with ESG funds ~hat will receive ESG funds during the coming year. <br /> <br />. Housing Opportunities for Persons With AIDS (HOPWA) application. Within Oh/o, only <br />the State of Ohio receives HOPWA funds from HUD. The State then awards funds to <br />communities and organizations on a competitive basis. Due to the fact that Lakewood does not <br />receive funding directly from HUD for this program, it does not apply to this Consolidated Plan. <br /> <br />GOALS OF THE CONSOLIDATED PLAN <br /> <br />HUD has three overall goals for the community development and planning programs discussed as part of <br />the Consolidated Plan, which are intended to extend and strengthen partnerships among all levels of <br />government and the private sector, including for-profit and nonprofit organizations (24 CFR 91.1(a)). <br /> <br />1. Providing decent housing includes assisting homeless persons to obtain appropriate housing and <br />assisting persons at-risk of becoming homeless; retaining the affordable housing stock; increasing the <br />availability of permanent housing in standard condition and affordable cost to low income and very low <br />income families, particularly to members of disadvantaged minorities; and increasing the supply of <br />supportive housing, which Combines structural features and services needed to enable persons with special <br />needs to live with dignity and independence. <br /> <br />2. Providing a suitable living environment includes i~nproving the safety and livability of neighborhoods; <br />increasing access to quality public and private facilities and services; reducing the isolation of income <br />groups within a community or geographical area through the spatial deconcentration of housing <br />opportunities for persons of lower income and the revitalization of deteriorating or deteriorated <br />neighborhoods; restoring and preserving properties of special historic, architectural, or aesthetic value; and <br />conservation of energy resources. <br /> <br />3. Expanding economic opportunities includes providing jobs that are accessible to housing affordable <br />to Iow income persons, .including providing jobs involved in carrying out activities under programs <br />covered by this plan to low income persons living in areas affected by those programs and activities; <br />availability of mortgage financing for Iow income persons at reasonable rates using nondiscriminatory <br />lending practices; access to capital and credit for development activities that promote the long-term <br />economic and social viability of the community; and empowerment and self-sufficiency opportunities for <br />low income persons to reduce generational poverty in federally assisted and public housing. <br /> <br />FY 1995 HUD Consolt_._.J~_.!-_d Plan 2 <br />DRAFT <br /> <br />City of l_akewood, Ohio <br /> <br /> <br />
