GR-1A <br /> <br />PROJECT EVALUATION <br /> <br /> STATE OF OHIO (Revised 12/18/95) <br /> OFFICE OF THE GOVERNOR'S <br />HIGHWAY SAFETY REPRESENTATIVE (OGHSR) <br />PUBLIC SAFETY PROGRAM AGREEMENT <br /> <br />An administrative evaluation of tiffs project w/il'be made to determine if the equipment puzchased w/Il be cost efficiem in <br />reducing cra~es and fatalirles. <br /> <br />LOCAL ROADWAY INVENTORY. The Participant does not have an adequate inventory of the traffic signs within the <br />community. The lack of an inventory system can be a contributing factor in traffic cra.~tes within the community. The work <br />encompassed under this project will provide funding to employ a contractor to manually gather sign information. A <br />determination of sign wan'ants will be made with the standards as set forth in the Ohio Manual of Uniform Traffic Conmal <br />devices, with an indication of necessary changes and ~afety impmvemems (if applicable). <br /> <br />The consultant dufll also provide a written procedure wh/ch can be used to keep the invenwry updated on a periodc basis. <br /> <br />Federal reimbur~ment of this activity (contractual services only) will be 100% of the total at~aroved project cost and is <br />lint/ted to the cost listed in the Cost Summary sect/on. The panic/pant is respons~le for monitoring oi the conu-actuM <br />service$ and shall maintain an uvdated inventory system once this initial ohase is commie!_~d <br /> <br />The cost of the consultant is estimated at $14,880.00 with 100% federal reimbursement. <br />PRODUCTS EXPECTED <br /> <br />~ One report will be generated which will aid the grante~ in having an efficient and easily accessible inventory of traffic <br /> signs with a means for periodic upda~. <br />~ A computerized invenwry system of waffic sign infon'aafion/data (approx/mately miles of roadway). <br /> <br />PROJECT EVALUATION <br /> <br />An adminlsuative evaluation of this project will be made. A review of the consultant's analysis, study, recommendations, <br />and update procedures will be.made to determine if this project effort will be cost efficient in reducing crashes and ~t~!ities. <br /> <br />SPECIAL CONDITIONS (In addMon to the C-eneral Terms and Conditions) <br /> <br />Thc federal funds as authorized for reimbursement by this agreement are limited to the current federal program year only. <br />For the purpose of this document, any cost and funding for any subsequent future program years that may be referenced <br />within this doctunent shall be considered estimams for planning purposes only and not as an "authorization' for future year <br />activity and funding. <br /> <br />I. All procurements in excess of S$,000, regardless of whether procured by competitive or noncompetitive procesr, es, shall <br /> be submitted to the OGHSR for review and approval prior to their execution (unless otherwise specified) and are subject <br /> to the same laws and reg, lnfiona that govern the gant and parent conwact. Also. the Participant is responsible for all <br /> aspects of subconwacting and subgraming, including the andi~, monitoring, and propriety thereof. <br />2. Progress reports reflecting agreement goals (once activity begins) shall be submitted to the OGHSR until agreement <br /> tezminafion, <br /> Ail work chargeable to the program must be completed by September 30, 1996. The final reimbux--~munt claim and Cmnl <br /> report are due on or before October 31, 1996. <br />4. No time extens/ons will be considered under this agreement unless a written request is received by the OGI-LSR 30 days <br /> prior to the agreement's expiration date. Extensions will not be granted unless the OGHSR determines an extension is <br /> warranted. <br />$. A sununary report for Federal Fiscal Year 1996 shall be completed on the findings of the overall use and effect of the <br /> computer and accessories <br /> <br /> <br />
