<br /> I!!I <br /> <br />CITIZEN P ARTICIP ATION PLAN <br /> <br />Exhibit A <br />to Resolution <br />iIô.712;'~96 <br /> <br />This citizen participation plan is established by the City ofLakewood in accordance with the Housing and <br />Community Development Act of 1974, as amended, and 24 CFR 91.105. <br /> <br />The purpose of the citizen participation plan is to provide for and encourage citizen participation, with <br />particular emphasis on participation by persons oflowand moderate income. The plan provides for participation <br />of residents in low and moderate income neighborhoods as the areas for which proposals arc to be made for use <br />offederal funds. <br /> <br />L CITY COUNCIL <br /> <br />Lakewood City Counèil is responsible for allocating HUD funds. When City Council receives the CAC <br />, <br />recommendationst they are generally refezred to Committee. CAC members are then invited to attend <br />Committee meeting(s) for their input regarding the decision-making process. <br /> <br />All meetings of City Council relating to federal funds are open to the public and the public is invited to <br />address Council priorto any action taken by COImcil. Meetings {Jf City Council are published in accordance <br />with the City of Lake wood's Charter. <br /> <br />n. CITIZENS ADVISORY COMMITrEE <br /> <br />A. Composition <br /> <br />The Citizens Advisory Committee (CAC) is a 17 member committee; 9 members are appointed by <br />the Mayor to serve two-year tenDs and 8 members are appointed by City Council to serve one-year <br />terms. Members appointed by City Council may serve Up to three (3) consecutive, tennst at the <br />discretion of the appointing Council member. The CAC is charged with the responsibility ofreviewing <br />and researching .Community Development needs and the Consolidated Plan of the City of Lake wood. <br />In this context, the CAC analyzes the'requests for funds in relation to the needs of the commucity and <br />the amount offunds available. The CAC then makes recommendations to the Administration and City <br />Council às to which programs should be funded and at what levels in any given year. . <br /> <br />~. Meetings <br /> <br />1; Generally <br /> <br />All meetings of the Citizens Advisory Committee are open to th!: public and will be held in loCations <br />accessible tobandicapped individuals. The CAC shall elect a Chairperson and Co-Chairperson at its <br />initial meeting to organize and conduct all future meetings. Atthe conclusion of each meeting of the <br />Citizens Advisory Committee, the public will be invited to spealç; Each member of the public wishing <br />to speákwi1lbe recogni7ed and given five (5) minutes to address the Committee. At the discretion of <br />the Cbaûperson of the CAe, or a majority ofitsattending memberst extended time may be granted for <br />publió cOlI'Uilents. . <br /> <br />AIly person may, upon written req11est, obtain reasonable advance notificanon of all meetings of the <br />Citizens AdvisorY COmmitteeatwhicti any specüicbùsiness is scheduled tö be discussed.
