PROGRAM PROPOSALS <br /> <br />AIl applications for BUD funds are presented to the Ciûzens Advisory Committee on a standardized <br />application form prepared by the City's Department of Planning and Development The Department of <br />Planning and Development conducts an open meeting to provide technical assistance to any group Wishing <br />to make application to the Citizens Advisory Committee; this meeting is advertised in the Lakewood Sun <br />~. .In addition, the Departrrient of Planning and Development is available on an as needed basis for any <br />such groups requesting technical assisæDce in developing proposals. Such technical assistance will be <br />limited to assisting with the completion of the required application and will be av!Ülable during regular <br />working hours at City Hall. <br /> <br />V. SUBSTANTIAL CHANGES <br /> <br />A proposal to amend the Consolidated pfan approved by City Council which the City deems substantial, <br />pursuant to criteria adopted by the Department of Planning and Developmènt, ~ be referred to CAC for <br />review at a public hearing, subject to the applicable provisions of Part IT of this Plan. <br /> <br />VI. GRANTEE PERFORMANCE REPORT <br /> <br />Through an advertisement in a newspaper (}f general circulation within the Cityt as defined by ordiDance, . <br />citizens are notified that the grantee performance report is complete and available for public review and <br />coriunent; said ad appears approximately ten (10) days prior to the date the report is to be submitted to <br />BUD. <br /> <br />vu. GRIEVANCE PROCEDURE <br /> <br />Any citizen may submit, in writing, a complaint or grievance regarding the uses of HUD funds. Any <br />complaint or grievance received by the Department of Planning and Development will be responded to, <br />in writing, within fifteen (15) working days to the individual or group filing the compl¡¡int or grievance. <br /> <br />vm. NEEDS OF NON-ENGLISH SPEAKING RESIDENTS <br />. . <br /> <br />The City ofLakewood will 'provide. a trausJ"tor to any public meeting or regular meeting of the Citizens <br />Advisory Ccimmittee If the City ai1Í:icipates that. five (5) or more non-English spea!dng residents <br />understanding the same language will attend a meeting of the Citizens Advisory Committee or if a written <br />request by an organ;7>ltiori representing non-EIiglish speaking residents is received five (5) working days <br />prior to the scheduled meeting. <br /> <br />Attachment <br />
