ATTACHMENT I <br /> <br /> CITY OF LAKEWOOD <br />DEPARTMENT OF PLANNItqG & DEVELOPMENT <br /> <br /> IMPROVEMENT TARGET AREA DESCRIPTION <br />(AS SUBMITTED TO LAKEWOOD CITY COUNCIL - JIJLY 21, 1997) <br /> <br />The City of Lakewood, Ohio is an entitlement community under the federal Community <br />Development Block Grant (CDBG) Program, which is regulated pursuant to the Housing and <br />Community Development Act of 1974, as amended. The CDBG Program is administered by the <br />U. S. Department of Housing and Urban Development (HUD). As an entitlement community, <br />the City receives an annual formula allOCation of CDBG funds to be used for eligible activities <br />pursuant to HUD rules and regulations. Each activity funded with CDBG dollars must meet one <br />o_,f tar. ce natio.nal goals. These goals are: 1) primarily benefit low and moderate income persons; <br />2) aid in the prevention or elimination of slum and blight; or 3) meet an argent need (a very <br />limited goal that is rarely applicable). <br /> <br />The City of Lakewood currently has several geographic areas where program activities primarily <br />benefiting low and moderate income people are appropriate and eligible for the expenditure of <br />federal CDBG funds. These areas are established by HUD and referred to as low and moderate <br />income census tract areas. These areas are adjusted every decade following the completion of the <br />national census. The City has, over many years, invested many public improvements into these <br />census i~'~c~ areas. <br /> <br />In order to carry out eligible activities in geographic areas which are not designated as low and <br />moderate income census tract areas, the City of Lakewood must demonstrate that such areas <br />qualify by having conditions of deterioration as defined under State statute, or as defined by <br />local legislation. Only by such demonstration of these existing conditions can Lakewood then <br />spend CDBG dollars in such targeted areas to meet the other national objective of aiding in the <br />prevention of slum and blight. A local definition of these necessary conditions was established in <br />Ordinance # 26-97, as adopted by the Lakewood City Council on June 2, 1997, <br /> <br />In advancing a study of local conditions which meet the local definition of"Deteriorated or <br />Deteriorating Area", as such term is defined in Ordinance # 26-97, representatives of the <br />Building Department, Planning and Development Deparmaent and Public Works Department for <br />the City of Lakewood have recently performed the following tasks in advancing the development <br />of a new Improvement Target Area for the City of Lakewood, Ohio (iTA). Furthermore, as part <br />of this process, the proposed new ITA itself, as listed by streets and street addresses in Exhibit I <br />and Exhib/t IV, respectively, is also described in detail below: <br /> <br />I. Examined results ora preliminary housing survey study and analysis, which was <br /> undertaken in 1993 and 1994 by the City. of Lakewood and Leighty and <br /> Associates.
