ATTACHMENT I <br /> <br />2. Performed and examined a 1997 evaluauon of the street infrastructure conditions tbr <br /> all Lakewood streets. <br /> <br />3. Examined the current condition of side,yolks, curbs, and driveway aprons along street <br /> sections which have had recent street resurfa~ing, but still show si~s of <br /> potential blight as evidenced by a survey for housing code violations las described <br /> in Step # <br /> <br />4. Examined all infrastructure needs and housing conditions along sections <br /> of streets with narrow street width pavements of less than 24 feet. <br /> <br />Surveyed for an exact determination of exterior housing code violations along 43 <br /> identified Lakexvood sU'eet sections containing t 52 block faces~. These 43 <br /> residential street sections were initially selected based on poor street <br /> infrastructure conditions (as determined under the prior steps). <br /> <br />6. Tabulated the results of housing surveys identified in Step #5 to determine the <br /> percentage of structures containing 3 or more code violations, plus <br /> average violations per structure within each block face;, ultimately, the <br /> average violations per structure within each street section were calculated <br /> (Inspection sheets and tabulation charts are on file in the offices of the <br /> Department of Planning and Development). <br /> <br />7. Drove through all of the 43 residential Lakewood sections surveyed to determine the <br /> overall and comparative weaknesses in street infrasm~ture and housing <br /> conditions. <br /> <br />8. Discussed the results of all previously described study, elements in several working <br /> sessions in order to collectively determine and select the 25 most urgent <br /> residential street sections that should qualify as a targeted area. These 25 street <br /> sections contain 87 block faces (whether needing total sidewalk to sidewalk street <br /> reconstruction or lesser infrastructure improvements). These 25 street sections <br /> were selected from the 43 sm'eyed street sections based on a combination of <br /> street infrastructure concerns, and housing violations, as well as a preliminary <br /> bud,,et estimate of CDBG dollars that would be available for the 25 targeted <br /> residential streets (See Exhibit I - Chart ~fRemdentiat Street~ in Improvemem. <br /> Turg, et Area and Exhibit II - Imlvrovement Target Area Map (for Pictorial <br /> Representation Purposes Only)). <br /> <br />9. Proposed that the 25 residential street sections specifically listed in Exhibit I be <br /> included in the ITA for the purpose of prevention of slum and blight, as <br /> locally defined by the City. of Lakewood, <br /> <br />block face is defined as one side of a street between intersecting streets or railroad tracks. <br /> <br /> <br />
