ATTACHMENT I <br /> <br />I0, Recorded on videotape (June 3, 1997) the condition of all 25 selected residential <br /> streets (Video tape on file in the ofrices of the City Engineer). <br /> <br />11. Collected information from the Cleveland Electric Illuminating Company, plus <br /> performed direct personal examinations, regarding the present inadequate street <br /> lighting levels and electrical service wiring along the 25 selected residential street <br /> sections (See Exhibit III). <br /> <br />12. Reviewed and checked a map of the past participants in the Storefront Renovation <br /> Program in order to determine those buildings where owners have not yet fully <br /> participated in this Program along Lakewood's commercial corridors of Detroit <br /> Avenue, Madison Avenue, Berea Road and West 117th Street. <br /> <br />13. Identified each building to be included in the IrA, where ovmers have not yet fully <br /> utilized the Storefront Renovation Program, bv recording the exact address or <br /> addresses of each such property, (See Exhibit IV - Chart of Commercial Street <br /> Addresses in Improvement Farget Area). <br /> <br />14. ldemified each building described in Step # 13, as a pictorial representation only, on <br /> Exhibit ii - Improvement Target Area Map. Since there are potential lot line <br /> inconsistencies in some areas on this map, this pictorial representation is not the <br /> actual and legal depiction of qualified buildings for the IrA. Eligibility for the <br /> Storefrom Renovation Program will be limited to those buildings specifically <br /> listed in Exhibit tV. <br /> <br />15. Surveyed for an exact determination of exterior code violations for all of the <br /> buildings identified in Step # 13. <br /> <br />16. Tabulated the results of the building code violation surveys identified in Step # I5 in <br /> order to .identify the average violations per structure. This tabulation resulted in <br /> an average of 4.47 violations per structure (Inspection sheets and tabulation <br /> charts are on file in the offices of the Department of Planning and Development). - <br /> <br />17. Proposed that those buildings specifically listed in Exhibit IV be included in the <br /> ITA for the purpose of the prevention of slum and blight, as toeaily defined by <br /> the City. of Lakewood. <br /> <br />18.'Explained. in part, the above-described procedures to Lakewood City. Council at two <br /> Committee of the Whole meetings on April 16, 1997 and May 19, 1997. <br /> <br />19.
