Section 5. That this Ordinance is hereby declared to be an emergency <br />measure necessary for the preservation of the public peace, health, safew., and welfare of <br />the citizens of the City of Lakewoed, the immediate emergency being the necessity of <br />forthwith submission of the proposed Ordinance to the electors of the City of Lakewood <br />as is provided by law. Therefore. this Ordinance shall be in full force and effect <br />immediately upon irs passage and approval by the Mayor. <br /> <br /> Section 6. That the forego/ng proposed Ordinance shall become effective <br />immediately upon i~s adoption. <br /> <br /> Section 7.
