Referred to Housing Committee'6/7/99 <br /> <br />RESOLUTION NO. <br /> <br />7413-99 <br /> <br />BY: Corrigan, FitzGerald, George, <br /> Roth, Seelie, Skindell, Smith <br /> <br /> A RESOLUTION authorizing the Mayor of the City of Lakewood to enter into an <br />amended and restated agreement with the cities of Cleveland Heights, Euclid, Parma and the <br />County of Cuyahoga, Ohio for the continued operation of the Cuyahoga Housing Consortium to <br />make joint application for and administer federal funds available under the HOME Program, <br />said funding authorized by the Cranston-Gonzales National Affordable Housing Act of 1990. <br /> <br /> WHEREAS, the Congress of the United States has enacted the Cranston-Oonzales <br />National Affordable Housing Act of 1990 (hereinafter referred to as the "Act"), which created <br />the Home Investment in Affordable Housing Program (or "Home") to provide funds to states <br />and local governments for acquisition, rehabilitation and new construction of affordable <br />housing and tenant-based rental assistance; and <br /> <br /> WHEREAS, the U.S. Department of Housing and Urban Development ("HUD") <br />subsequently issued regulations set forth in 24 CFR Part 92 allowing units of general local <br />government to enter into mutual cooperation agreements to form consortiums for the purpose of <br />obtaining funding from the HOME Program; and <br /> <br /> WHEREAS, HOME's general purposes include an expansion of supply of decent, <br />safe and sanitary housing, by strengthening the abilities of states and local governments to <br />design and implement affordable housing strategies; and <br /> <br /> WHEREAS, on June 15, 1993, the City of Lakewood joined the cities of Cleveland <br />Heights and Euclid in forming the Cuyahoga Housing Consortium, and were later joined by the <br />City of Parma on September 19, 1995; and <br /> <br /> WHEREAS, on May 5, 1997, Lakewood City Council approved renewal of the City <br />of Lakewood's continued participation in the Cuyahoga Housing Consortium; and <br /> <br /> WHEREAS, the City of Lakewood .desires to again renew its participation in the <br />Cuyahoga Housing Consortium; and <br /> <br /> WHEREAS, Cleveland Heights, Lakewood, Euclid, Parma and Cuyahoga County <br />desire to continue to enter into .affordable housing development activities which are directed <br />toward the above stated general purposes, and for that reason, wish to continue to seek such <br />federal funding as may be available to them pursuant to the Act; and <br /> <br /> WHEREAS, for the purposes of this consortium, Cuyahoga County is authorized by <br />Cleveland Heights, Cuyahoga County, Euclid, Parma and Lakewood to continue to act in a <br />representative capacity for all member units of general and local government and assumes <br />overall responsibility for the consortium's HOME Program compliance with the requirements of <br /> <br /> <br />
