L~ewood City Council <br />RE: Council of Governments <br />March 20, 2000 <br />Page Number Two <br /> <br /> One of the anticipated benefits of this proposed organizational structure is that it will serve as the <br />financial control body with the ability to receive and expend funds and to contract or enter into <br />agreements to carry out the purposes of the FSC. For example, the Economic Revitalization Initiative has <br />funding support totaling approximately $250,000 from area foundations, the Cuyahoga County <br />Department of Development, area financial institutions and contributions from member communities. As <br />additional programs of this nature are undertaken, the FSC Council of Governments will provide a sound <br />fiscal structure to oversee the expenditure of these funds as well as provide the vehicle for the collection <br />and disbursement of annual membership dues. The organization will also undertake an annual financial <br />audit covering all financial matters of the FSC. <br /> <br />ATTACHMENT <br /> <br /> At this time I respectfully submit for your consideration the attached resolution authorizing the <br />Mayor of the. City of Lakewood to enter into an agreement for the establishment of the First Suburbs <br />Consortium of Northeast Ohio Council of Governments. To date, the cities of Cleveland Heights, Euclid, <br />Garfield Heights, and Shaker Heights have considered and favorably adopted this Ordinance to create and <br />participate in the FSC Council of Governments. On behalf of the FSC, I also invite you to attend a <br />reception being planned for City Council representatives from all member cities. The reception will <br />provide an opportunity for you to hear more about the important initiatives of the FSC and how they are <br />benefiting the inner ring suburbs. The reception is scheduled for the evening of Thursday, April 13, 2000. <br />More detailed information regarding the reception will be forthcoming. <br /> <br /> <br />
