EXHIBIT <br /> <br /> AGREEMENT FOR ESTABLISHMENT <br /> <br /> OF <br /> <br /> THE FIRST SUBURBS CONSORTIUM OF NORTHEAST OHIO <br /> <br /> COUNCIL OF GOVERNMENTS <br /> <br /> This Agreement is made and entered into by and between each of the <br />below-specified municipal corporations in Cuyahoga County, Ohio, which has <br />become a party hereto by causing a counterpart of this Agreement to be <br />signed by an officer duly authorized by the legislative authority of each such <br /> <br />municipal corporation. <br /> <br /> WITNESSETH <br /> <br /> The parties to this Agreement, consisting of the municipal corporations <br />of Bedford, Cleveland Heights, Euclid, Fairview Park, Garfield Heights, <br />Lakewood, Maple Heights, Parma, Shaker Heights, South Euclid, University <br />Heights and Warrensville Heights, and wishing to establish a regional <br />council of governments pursuant to Chapter 167 of the Ohio Revised Code, <br />agree as follows: <br /> <br /> I. NAME: There is hereby established a regional council of <br />governments, which shall be known as the First Suburbs Consortium of <br />Northeast Ohio Council of Governments, hereinafter referred to as "the FSC". <br /> II. PURPOSE. The Purpose ofthe FSC shall be to provide <br /> organizational status to the member-municip_a]ities in matters of mutual <br /> concern, including but not limited to initiation and support of policies and <br /> practices which protect, maintain and redevelop mature communities, and <br /> <br /> <br />
