The FSC shall have all powers set <br /> forth in Ohio Revised Code Chapter 167 or any future amendments thereto, <br /> or as otherwise provided by law. <br /> <br /> III..REPRESENTATION_ Each municipal member of the FSC shall be <br /> represented by its chief executive officer (mayor or city manager) or by an <br /> alternate designated by such chief executive officer from time to time. <br /> <br /> IV. BYLAWS. The FSC shall, by a majority vote of its members, adopt <br /> bylaws providing for the designation and method of selection of the FSC <br /> officers, the FSC Fiscal Officer and members of the FSC Govermng Board, <br /> and otherwise providing for the conduct of the FSC's business. <br /> <br /> V. MEETINGS: Within sixty (60) days after the execution of this <br />Agreement by all member-municipalities, the FSC shall conduct its first <br />meeting, at which time the FSC shall adopt bylaws governing the conduct <br />and scheduling of future meetings. The FSC shall meet, at a minimum, on <br />an annual basis. Pubhc notification of meetings and the ability of the FSC to <br />meet in executive session shall be governed by Ohio Revised Code, Section <br />121.22. <br /> <br /> VI. ADMISSION TO MEMBERSHIP Subsequent to form ation of the <br />FSC, municipalities may be admitted to membership therein pursuant to the <br />bylaws of the FSC. <br /> <br /> VII.
