RESOLUTION NO. ss41-o9 BY' Antonio, Bullock, Butte;, Dever, <br /> Madigan, Powers. <br /> AN EMERGENCY RESOLUTION authorizing and directing the Mayor on behalf of <br /> <br /> the City, to apply for and accept funds for the Homeless Prevention and Rapid Re- <br /> Housing Program (HPRP) through the submission of a Substantial Amendment to the <br /> Consolidated Plan 2009 Action Plan, and all amendments thereto and all understandings <br /> and assurances contained therein, to the U.S. Department of Housing and Urban <br /> Development (HUD) in a manner compliant with the federal regulations stated in the <br /> American Recovery and Reinvestment Act of 2009. <br /> WHEREAS, the Secretary of HUD is authorized by the American Recovery and <br /> Reinvestment Act of 2009 to administer the Homelessness Prevention a~~ Sapid-lie- - <br /> - <br /> housing Program; and <br /> WHEREAS, the City is required by and pursuant to the various Federal Acts and <br /> Regulations of HUD to submit a substantial Amendment to the Consolidated Plan to <br /> serve as a planning document and application for allocations for various HUD programs, <br /> including HPRP, via a public process in conjunction with Cuyahoga County's Continuum <br /> of Care (CoC) and which contains projected use of funds, a budget, and certifications in <br /> the form or assurances; and ~ <br /> WHEREAS, the City of Lakewood would benefit from funding eligible activities <br /> that address homelessness prevention within the City of Lakewood; and <br /> WHEREAS, this Council by a vote of at least f+ve (5) members elected thereto <br /> determines that this resolution is an emergency measure, and that this resolution shall <br /> take effect at the earliest date possible as set forth in ARTICLE III, SECTONS 10 and <br /> 13 of the SECOND AMENDED CHARTER OF THE CITY OF LAKEWOOD, and that it is <br /> necessary for the immediate preservation of the public property, health and safety, and <br /> to provide for the usual daily operation of municipal departments applications for these <br /> funds must be available for public review no later than May 1, 2009 and submitted to <br /> the HUD no later than May 19, 2009. Now Therefore, <br /> BE IT RESOLVED BY THE CITY OF LAKEWOOD, STATE OF OHIO <br /> Section 1. That the Mayor is hereby authorized and directed to submit to HUD <br /> a substantial amendment to the Consolidated Plan and to provide all information and <br /> documentation required to secure these Recovery Act funds. <br /> Section 2. That the City of Lakewood does agree to obligate the funds <br /> required to satisfactorily complete the proposed project and become eligible for <br /> <br />
