RESOLUTION NO. ss41-o9 BY' Antonio, Bullock, Butte;, Dever, Madigan, Powers. AN EMERGENCY RESOLUTION authorizing and directing the Mayor on behalf of the City, to apply for and accept funds for the Homeless Prevention and Rapid Re- Housing Program (HPRP) through the submission of a Substantial Amendment to the Consolidated Plan 2009 Action Plan, and all amendments thereto and all understandings and assurances contained therein, to the U.S. Department of Housing and Urban Development (HUD) in a manner compliant with the federal regulations stated in the American Recovery and Reinvestment Act of 2009. WHEREAS, the Secretary of HUD is authorized by the American Recovery and Reinvestment Act of 2009 to administer the Homelessness Prevention a~~ Sapid-lie- - - housing Program; and WHEREAS, the City is required by and pursuant to the various Federal Acts and Regulations of HUD to submit a substantial Amendment to the Consolidated Plan to serve as a planning document and application for allocations for various HUD programs, including HPRP, via a public process in conjunction with Cuyahoga County's Continuum of Care (CoC) and which contains projected use of funds, a budget, and certifications in the form or assurances; and ~ WHEREAS, the City of Lakewood would benefit from funding eligible activities that address homelessness prevention within the City of Lakewood; and WHEREAS, this Council by a vote of at least f+ve (5) members elected thereto determines that this resolution is an emergency measure, and that this resolution shall take effect at the earliest date possible as set forth in ARTICLE III, SECTONS 10 and 13 of the SECOND AMENDED CHARTER OF THE CITY OF LAKEWOOD, and that it is necessary for the immediate preservation of the public property, health and safety, and to provide for the usual daily operation of municipal departments applications for these funds must be available for public review no later than May 1, 2009 and submitted to the HUD no later than May 19, 2009. Now Therefore, BE IT RESOLVED BY THE CITY OF LAKEWOOD, STATE OF OHIO Section 1. That the Mayor is hereby authorized and directed to submit to HUD a substantial amendment to the Consolidated Plan and to provide all information and documentation required to secure these Recovery Act funds.
