RESOLUTION N0. 8415-10 BY: Antonio, Bullock, Butler, Madigan, <br />Powers, Smith; Summers. <br />A resolution in support of the First Suburbs Development Council and the City of <br />Cleveland in their collaborative application to the EfficientGovNow Grant Program, as a part of <br />the Fund for Our Economic Future, for the amount of One Hundred Thousand and 00/100 <br />Dollars ($100,000) for the purpose of establishing a joint Solar Special Improvement District in <br />the City of Cleveland, the City of Lakewood and in the other member municipalities of the First <br />Suburbs Consortium. <br />WHEREAS, State of Ohio House Bill 1 of 2009 enacted changes to Ohio law allowing <br />municipalities to create Special Improvement Districts for photovoltaic solar and solar thermal <br />"special energy improvement projects" in their communities ;and <br />WHEREAS, the City of Lakewood is a member of the First Suburbs Development <br />Council; and <br />WHEREAS, the First Suburbs Development Council is anot-for-profit organization that <br />strives to achieve economic stability and viability to its member cities; and <br />WHEREAS, the EfficientGovNow Grant Program, as a part of the. Fund for Our <br />Economic Future, is a competitive grant program designed to encourage the region's local <br />governments to collaborate to deliver services and to increase public support for government <br />collaboration; and <br />WHEREAS, the shared Solar Special Improvement District between the City of <br />Cleveland and the First Suburbs Development Council members will be the first in Ohio and will <br />create a replicable model that could be reproduced statewide; and <br />WHEREAS, the goal of the shared Solar ,Special Improvement District is to increase <br />energy cost savings for commercial and industrial property owners in the cifies of Cleveland, <br />Lakewood and other member-municipalities of the First Suburbs Development Council and to <br />create a program to attract and retain commercial and industrial property owners/businesses who <br />have an interest in greening Northeast Ohio. <br />NOW, THEREFORE, be it ordained by the Council of the City of Lakewood, State of <br />Ohio: <br />Section 1: That Lakewood City Council supports the First. Suburbs Development Council <br />and the City of Cleveland in their collaborative application to the EfficientGovNow Grant <br />Program, as a part of the Fund for Our Economic Future, for the amount of One Hundred <br />Thousand and 00/100 Dollars~($100,000) for the purpose of establishing a joint Solar Special <br />Improvement District in the City of Cleveland, the City of Lakewood and in the other member <br />municipalities of the First Suburbs Development Council. <br />
