PLEASE SUBSTITUTE FOR RESOLUTION N0. <br />8430-10 PLACED ON 1~ READING & <br />REFERRED TO THE PUBLIC WORKS <br />COMMITTEE 6/21/10, 2"d READING 7/6/05) <br />RESOLUTION N0. 8430-10 BY: Antonio, Bullock, Butler, Madigan, <br />Powers, Smith, Summers. <br />A RESOLUTION directing the Planning Commission to devise a citywide <br />comprehensive bicycle and pedestrian plan. <br />WHEREAS, Lakewood, as a flat, densely-populated city originally developed <br />around streetcar lines is naturally laid out to be bicycle- and pedestrian-friendly, yet our <br />potential. for broader bicycling and walking is underutilized; and <br />WHEREAS, bicycling and walking promotes human health through physical <br />exercise and environmental health through a reduction in fuel burned and pollution <br />produced that leads to asthma and other conditions; and <br />WHEREAS, bicycling and walking saves our citizens money, causes less wear on <br />our streets and bridges and is less expensive to build than infrastructure and parking for <br />motorized vehicles; and <br />,Ime~iefq„r.~r,oraNn.n..L.s,- - ~^•'+- -. 6211 nr..~ n} of .... ..'nn ~~ ~+mm~hilG traffir ~S <br />r <br />p is <br />c , <br />WHEREAS, given that cyclists have higher household income and travel more <br />than average consumers and that the demographic already attracted to Lakewood -- <br />young professionals and families -- also tends to be more interested in bicycling and <br />walking, expanding these modes of transportation can aid economic development of our <br />city by attracting new residents and recreational events and by increasing the value of <br />businesses and properties; .and <br />WHEREAS, Lakewood is geographically situated to connect with and exploit existing <br />and planned bicycling assets to our west (the Metroparks trails) and east (the Cleveland <br />Lakefront Bikeway and Cleveland's shared-use Franklin Boulevard roadway), providing <br />cyclists the enhanced value of integrated trail routes and Lakewood businesses the <br />opportunity to gain customers from increased traffic; and <br />WHEREAS, the City of Lakewood will more successfully compete for state and <br />federal transportation funds if we have a comprehensive bicycle and pedestrian plan. <br />Now Therefore, <br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, STATE OF OHIO <br />
