Section 1. <br />(a) The Planning Commission is hereby directed to devise a citywide <br />Comprehensive Bicycle and Pedestrian Plan ~~Plan'~. <br />(b) That Plan shall address (but not be limited to) the following considerations: <br />(i) incorporation of bicycling and walking for health, recreation, and <br />transportation; <br />(ii) increasing bicycling and walking, connecting neighborhoods with <br />parks, open spaces, and commercial areas; <br />(iii) adherence to national best practices for safety. <br />(iv) adherence to federal guidelines for bicycle and pedestrian planning, <br />namely to: <br />A. Treat walking and bicycling as equals with other transportation <br />modes; <br />B. Ensure convenient access for people of all ages and abilities; <br />C. Go beyond minimum design standards; <br />D. Collect data on walking and biking trips; <br />E. Set a mode share target for walking and bicycling; <br />F. Protect sidewalks and shared-use paths the same way roadways <br />are protected and <br />G. Improve nonmotorized facilities during maintenance projects. <br />(c) The Planning Commission shall report to Council on the progress of its work <br />within the first four months and shall complete its work and deliver its plan to Council <br />no later than a year of the effective date of this resolution. <br />Section 2. It is found and determined that all formal actions of this Council <br />concerning and relating to the passage of this resolution were adopted in an open <br />meeting of this Council, and that all such deliberations of this Council and any of its <br />committees that resulted in such formal action, were in meetings open to the public, in <br />compliance with all legal requirements. <br />Adopted: 2~ C~ <br />Approved~~~p~~~ <br />~.~~' ~ ~t r ~ _ p~ <br />President <br />.~, ~. <br />
