iVIEil40RANDUil4 ORUNDERSTANDING <br />t~'HEREAS, the Parma Public Housing Agency {"PPHA") administers rent-subsidy programs for <br />the purpose of providing safe, decent, sanitary and affordable housing 1'or low income residents in Cuyahoga <br />County; and <br />WHEREAS, the PPHA administers the Housing Choice Voucher Vrogrant {°`HCVP"), provides rent <br />subsidy Vottchers to eligible families to rent housing units of their choice in the private rental market; and <br />WHEREAS, the communities of Bedford, Bedford Heights, Berea, Brook Park, Brooklyn, Village of <br />Brooklyn hleighis, Cleveland Heights, East Cleveland, Euclid, Fairview Park. Garfield Heights, Lakewood, <br />Maple heights, Parana, Parma Heights, Shaker Heights, South Euclid, University Heights and \~'an•ensville <br />heights, ("Participating Municipalities") are all inner-ring suburbs in Cuyahoga. Count}' which contain <br />properties rented by private landlords to the HCVP participants; and <br />WHEREAS, the PPHA wants to ensure that the properties rented under the HCVP are safe, x~ell- <br />maintairted and provide a good value for the fair market rents paid; and <br />WIIEREAS, the Participating Mwticipalities wish fo ensure that the. properties rented under the HCVP <br />{along with all rental properties in the communities) meet community standards as embodied in locaE housing <br />Codes in order to safeguard neighborhood property values and ensure safe and qualiky housing for tenants; and <br />WHEREAS, the PPHA and the Participating Municipalities have reached an understanding on <br />procedures to help ensure that properties owned by landiortis participating in the HCVP meet focal municipal <br />housing standards. <br />17IEREFORE, the PPHA and each of the Participating Municipalities agree as follows: <br />INSPF.C`I'ION <br />t. The PPHA will firrnish each Participating Municipality t~'ith a current list of all subsidized units in the <br />Municipality on a quarterly basis. <br />2. After receipt of a request to (ease a new unit, the PPhtA will notify Participating Municipalities by e- <br />mail of such properties at least tlvee business days prior to approval The Municipality will verii'p that <br />each property is registered with the city as a rental propert}' and has a certificate of occupancy. <br />3. Upon receipt of notification from the PPHA of a potential ne+v rental propert}', the Participating <br />Mmticipality wiA, within three business days, fornard to the PPHA the following information: <br />a. The most recent Housing Code inspection report and/or notice; <br />b. The most current Certificate of Occupancy for the property; <br />c. Information concerning whether the property is in foreclosure; <br />d. Information concerning any current)}' pending criminal prosecution for Housing Code violations; <br />e. Any police reports with regard to the property; <br />f. Any criminal activity nuisance finding by the City for the property within the past 12 months; <br />g. Any pending nuisance abatement order; and <br />h. Any other information in the City's possession that involves the condition of the property and/or <br />status ol'the owner as a propert}= owner in the Ciry. <br />4. The PPHA a=ill require that serious violations be corrected before that property will be approved for <br />participation in the HCVP• Examples of serious violations for the pw•poses of this section include <br />leaking/damaged roof, major electrical, major plumbing and substantial peeling pa' gg <br />~f~~~ <br />- -~ <br />
