1. Introduction <br />The City of Lakewood, Department of Planning and Development (P &D) requests proposals From <br />qualified firms or partnering firms to design the second phase of waterfront improvements at <br />Lakewood Park <br />Under the direction of P &D and with guidance from the existing Lakewood Park Master Plan, the <br />selected firm will help refine the community's vision, design a waterfront that builds upon Phase I <br />waterfront improvements and enhances existing and future capital investments at the park <br />Such improvements could include: <br />• Hillside grading to accommodate additional recreation and seating opportunities. <br />• Providing focal points on the west end of the promenade for viewing sunsets <br />• Energy efficient pedestrian scale lighting <br />• Innovative pedestrian access down bluff to waterfront that provides seating. <br />• Performance Venue /Conn m ity Pavilion <br />Throughout the design process the selected firm should pay special attention to: <br />• The historic importance of Lakewood Park as a community gathering place. <br />• Current and future plans for adjacent properties. <br />• Existing Lakewood Park Master Plan (amended 2004) <br />• Revised 2012 Community Vision which sets forth community priorities. <br />IL Background <br />Lakewood Park is the crown jewel of the Lakewood Park system. Consisting of 31 acres along the <br />shores of lake Erie, the park provides nearly 1/3 mile of coastline offering unprecedented views of <br />Lake Erie and Downtown Cleveland. Over the last decade, the City of Lakewood has made <br />substantial capital investments in the park, including a children's wade pool (2002) and the <br />Lakefront Promenade Phase 1(2006). <br />Lakewood Park is the gathering place for the community, hosting live outdoor concerts, ball games, <br />and the annual Fourth of July fireworks display. The park also serves as the City's only public access <br />to the lakefront This important fact has prompted this request for proposals to complete the public <br />access improvements made in 2006 along the park's waterfront. <br />An existing master plan exists for Lakewood Park was created in 2001 and amended in 2004. The <br />original plan called for a robust promenade along the entirety of the park's waterfront In 2006, <br />Phase I of the waterfront promenade was completed, including handicap accessible ramp to the <br />3 <br />Lakewood Park Phase 11 RFP - April 2013 <br />
