lower promenade, both paved in brick and stone. Phase 11 seeks to complete the promenade on the <br />western end of the waterfront as proposed in the Lakewood Master Plan. <br />111. Statement of Purpose <br />This request for proposals is designed to position Lakewood Park for future expansion. Proposals <br />should adequately identify short-term and long tern improvements to take advantage of the parks <br />unique waterfront location. <br />IV. Location Overview <br />Lakewood Park is located at the intersection of Belle and Lake Avenues along the shoes of Lake <br />Erie. The property is bounded by single family hones to the east, Lake Avenue to the south, <br />Lakewood Catholic Academy to the west and Lake Erie to the north. <br />*NOTE - the northern potion of Lakewood Park was forrnally used as a landfill. As such, portions of <br />the project area require extensive testing, EPA permitting and specialized construction techniques. <br />V. Scope of Work <br />Task One: Data Gathering - Existing Condition Assessment (30 Days) <br />1. Data collection, review and analysis. <br />a. Conduct site visits to gain an understanding of existing conditions of the <br />park and seating demand /usage. <br />b. Meet with stakeholders and /or Friends of Lakewood Park <br />c. Review existing planning documents, topography maps, historical data, and <br />existing capital improvement blueprints <br />d. Identify specific features and /or elements that support and enhance the <br />character of the park, while promoting views of and access to the lake. <br />e. Identify potential pedestrian, bicycle and vehicular circulation challenges <br />and opportunities. <br />f. Inventory existing pedestrian lighting <br />g. Identify current and future plans for adjacent parcels <br />Deliverable: Two hardcopies and one electronic copy of Existing Conditions and Data report. <br />Task Two: Preliminary Improvement Plan Options (30 Days) <br />1. Prepare preliminary improvement plan options. <br />a. The plan should include maps, drawings and graphic representations that <br />clearly illustrate the preliminary Improvement options. <br />b. Identify and design potential pedestrian enhancements that complement <br />and build upon existing park improvements. <br />C.
