v\; h I t K <br />Region VIII Education Service Center <br />OHIO PUBLIC AGENCY <br />(School, College, University, State, City or County Office) <br />OHIO <br />EDUCATIONAL OR GOVERNMENT ENTITY <br />and <br />Region VIII Education Service Center <br />Pittsburg, Texas <br />Control Number (TIPS will Assign) <br />Schools enter County - District Number <br />225 - 950 <br />Region 8 County- District Number <br />The Texas Education Code §8.002 permits Regional Education Service Centers, at the direction of <br />the Commissioner of Education, to provide services to assist school districts, colleges and <br />universities in improving student performance and increasing the efficiency and effectiveness of <br />school, college and university financial operations. <br />Government Authority: <br />Authority for such services in Ohio is granted under Ohio law. OHIO. REV. CODE ANN. § 9.48. <br />These competitively bid cooperative purchasing services are extended to all Ohio State, City and <br />County Government Agencies. <br />TICA also expressly states that a party to an interlocal contract may contract with a similar agency <br />of another state. TEX. GOV'T CODE § 791.011 (b)(2). A school district is a local government in <br />Ohio. Therefore, an interlocal purchasing cooperative in Texas has statutory authority to contract or <br />agree with an Ohio public school district or other local government of Ohio. <br />Ohio law also permits participation in a joint purchasing program. OHIO. REV. CODE. ANN. § 9.48. <br />Ohio law provides that a political subdivision may participate in a joint purchasing program operated <br />by or through a national or state association of political subdivisions in which the purchasing <br />political subdivision is eligible for membership. Id at § 9.48 (13)(2). Section 9.48 (A), Ohio Revised <br />Code, provides that the term "political subdivision" has the same meaning,as section 2744.01, Ohio <br />Revised Code. Id at § 9.48 (A). Section 2744.01 states that a "political subdivision" means, among <br />other entities, a school district. OHIO REV. CODE ANN. § 2744.01 (F). A Texas regional service <br />center is a political subdivision of Texas. TEX. EDUC. CODE § 8.001, et seq. Therefore, Ohio <br />public school districts, or other political subdivisions of the state of Ohio, have statutory authority to <br />contract or agree with a Texas regional education service center to participate in a joint purchasing <br />program operated by or through a state association of political subdivisions of Texas. <br />Vision: <br />TIPS will become the premier purchasing cooperative in North America through developing <br />partnerships with quality vendors, school districts, universities, colleges, all governmental entities, <br />and public and private industry. , <br />Mission: <br />Our mission is to provide a proven purchasing process through quality customer service including <br />timely response, legal support and effective recruitment by providing sufficient resources to include <br />personnel. <br />
