Employees who wish to be considered for the posted job must file <br />a written application with the Administrative Captain not later than the end of the posting period. <br />23.02 The Administration shall provide a receipt for all applications timely file. All <br />applications will be reviewed by the City and the job awarded as soon as possible but not later <br />than within twenty (20) working days on the basis of experience, skill and ability to perform the <br />work in question, provided that the City may reject any and all bids, if in its judgment, the <br />applicant(s) are not qualified (as defined above) for the job, but any such applicant may grieve a <br />rejected bid by using the Grievance Procedure of this Agreement. If the skill, ability and <br />experience of two (2) or more employees are substantially equal, seniority shall govern. By the <br />end of the twelfth (12th) working day, a notice shall be posted showing the name of the applicant <br />selected for the opening and the date the applicant is scheduled to start at the new position or <br />indicating that no employee was selected. In the event no bargaining unit employee is selected, <br />each employee who bid will receive a written notice explaining his or her non - selection. The <br />Union shall receive a copy of each job posting at or before the time of posting. As soon as a <br />selection is made, the City shall provide the Union with a list of employees who bid, with each <br />person's date of hire, along with the name of the employee selected. <br />23.03 An employee awarded a job under these provisions will be given reasonable help and <br />supervision and shall be allowed a reasonable period of time to qualify, but not more than sixty <br />(60) calendar days. The employee will be considered to have qualified on the new job when he <br />or she satisfactorily performs the required duties with no more supervision than is required by <br />other qualified employees on the same or similar jobs, and when his or her record as to quality <br />and quantity of work meets the standards applicable to the job. If he or she fails to qualify, he or <br />she shall be returned to his or her former job. <br />23.04 No employee shall be eligible to bid for any position in the Department of Safety who has <br />not satisfactorily completed the required probationary period. <br />23.05 Any employee shall be prohibited from bidding successfully on more than two (2) job <br />postings during any calendar year. <br />23.06 The City agrees that the employees who are on layoff may bid on promotions and will be <br />permitted to call the Department of Human Resources to make inquiry as to their status and <br />position on the recall list. <br />ARTICLE 24 HOLIDAYS <br />24.01 All employees shall receive the following paid holidays: <br />New Year's Day <br />Martin Luther King, Jr. Day <br />Veterans' Day <br />Labor Day <br />President's Day <br />Thanksgiving Day <br />17 <br />
