Anderson, Bullock, George, Litten, <br />O'Leary, O'Malley, Rader <br />RESOLUTION NO. 9049 -19 BY: <br />A RESOLUTION to take effect immediately provided it receives the vote of at least two <br />thirds of the members of Council, or otherwise to take effect at the earliest period allowed by <br />law, establishing the Youth Council Planning Task Force to create a framework for the estab- <br />lishment of a Youth Council that will create leadership and civic engagement opportunities for <br />youth to address youth concerns and perspectives and act as an advisory council to city admin- <br />istration and the community on issues affecting youth. <br />WHEREAS, Lakewood desires to involve young people in the community to discuss is- <br />sues that are important to the youth of our City and advise Council and the Administration on <br />issues important to youth in the community; and <br />WHEREAS, an youth advisory council comprising students ages 14 through 21 will fa- <br />cilitate involvement of youth in leadership and the government process and allow Council and <br />the Administration to receive youth perspectives on issues which affect the City of Lakewood; <br />and <br />WHEREAS, the City also seeks to enable youth to participate in improving the quality <br />of life in the community for youth, educate and raise awareness of youth issues, inspire positive <br />action in the community and act as advocates for youth and teens; and <br />WHEREAS, as set forth in Section 2.12 of the Third Amended Charter of the City of <br />Lakewood, this Council by a vote of at least two thirds of its members determines that this reso- <br />lution is an emergency measure and that it shall take effect immediately, and that it is necessary <br />for the immediate preservation of the public property, health, and safety and to provide for the <br />usual daily operation of municipal departments in that the City wishes to engage a task force <br />immediately for the purposes stated above; now, therefore, <br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, OHIO: <br />Section 1. The Youth Council Planning Task Force is hereby created for the purpose of <br />establishing a framework for a municipal youth council that will provide the youth of this <br />community with leadership and civic engagement opportunities to address youth concerns and <br />perspectives obtain leadership skills and participate in civic affairs including acting in an advi- <br />sory role to city and community leadership <br />Section 2. The Youth Council Planning Task Force shall be composed of nine mem- <br />bers, three of whom shall be appointed by City Council, three of whom shall be appointed by <br />the Mayor, and three of whom shall be appointed by the Lakewood Community Relations Ad- <br />visory Board. The appointees shall have no formal term and may select a chairperson from <br />among them. Council may appoint a representative from among councilmembers to attend task <br />force meetings as a non - voting member, and in that event Council's representative shall report <br />
