Placed on 1st reading and referred <br />to Public Safety 3/4/19 <br />Anderson, Bullock, George, Litten, <br />RESOLUTIONNO. 9063 -19 BY:' O'Leary, O'Malley, Rader <br />A RESOLUTION supporting the Vision Zero initiative, a strategy to eliminate all traffic <br />fatalities and severe injuries, while increasing safe, healthy, equitable mobility for all, and <br />committing to work with the Administration and community stakeholders to create a Vision Zero <br />plan for the City, and to incorporate that plan into the City's Bicycle Master Plan and other <br />planning documents. <br />WHEREAS, there were 1,179 traffic fatalities in Ohio in 2017, a number which has <br />increased every year for at least the last five years; and <br />WHEREAS, in 2018 there at least 33,113 traffic crash reports in Cuyahoga County; and <br />WHEREAS, the message of the Vision Zero initiative is that traffic- related fatalities and <br />injuries are neither an inevitable nor an acceptable side effect of a transportation, but rather are <br />preventable; and <br />WHEREAS, to achieve Vision Zero there must be a commitment between government, <br />relevant agencies, and community stakeholders to cooperate and collaborate; a strong focus on a <br />systems -based approach to the environment, practices, and policies that influence behavior; <br />efforts to gather, analyze, use, and share data to understand specific traffic safety issues and <br />prioritize resources; and <br />WHEREAS, this Council is committed to working with the Administration to create a <br />Vision Zero plan for the City that addresses meaningful changes to traffic enforcement, land use <br />and transportation ordinances; and <br />WHEREAS, cities across the world have adopted and implemented Vision Zero and <br />successfully reduced traffic fatalities and severe injuries occurring on city streets by significant <br />margins; and <br />WHEREAS, cities across the United States including Cleveland, Chicago, New York, <br />Philadelphia, San Francisco, Minneapolis, Portland, Durham, North Carolina, Richmond, <br />Virginia, Santa Barbara, and Alexandria, Virginia have adopted resolutions in support of Vision <br />Zero and are implementing their own plans based on the Vision Zero initiative; and <br />WHEREAS, the City's Vision Zero plan will build on the progress of policies and <br />programs that the City already has in place or is currently implementing such as the Community <br />Vision, Bicycle Master Plan, Parks Master Plan, Lakewood Sustainability Taskforce, Texting <br />While Driving ordinance and others; and <br />WHEREAS, providing safe, convenient, and integrated transportation options throughout <br />the City is an essential element of the Lakewood Community Vision, and fosters vibrant <br />neighborhoods and thriving commercial corridors; now, therefore <br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, OHIO: <br />
