Mayor Summers remarked that this was a big idea that will ultimately capture the methane <br />produced at the W WTP and use it to power the W WTP. It is four years in the making. <br />Motion adopted. All members voting yea. <br />30. RESOLUTION 9010 -18 - A RESOLUTION to take effect immediately provided it receives <br />the affirmative vote of at least two thirds of the members of Council, or otherwise to take <br />effect and be in force after the earliest period allowed by law, authorizing the amendment to <br />the design -build agreement for the wastewater treatment plant digesters between the City of <br />Lakewood and Kokosing Industrial in order to set a fixed price for the project. <br />Motion by Mr. O'Leary, seconded by Mr. Anderson to refer to Public Works. <br />Motion adopted. All members voting yea. <br />31. Communication from Law Director Butler Regarding Ordinance Authorizing Mayor to <br />Renew Lease with IceLand USA - Lakewood, LLC for Winterhurst <br />Motion by Mr. O'Leary, seconded by Mr. Anderson to receive and file the communication. <br />Discussion: Director Butler made remarks in response to a question by Ms. George. He remarked <br />that entities in the community came forward with various proposals to operate Serpentini in <br />response to this issue being placed on the docket many months ago. The Administration <br />evaluated those proposals and determined that IceLand is the best partner with which to negotiate <br />if the community wants to maintain an ice rink with availability to the public. <br />Motion adopted. All members voting yea. <br />32. ORDINANCE NO. 33-18 - AN ORDINANCE to take effect immediately provided it <br />receives the affirmative vote of at least two thirds of the members of Council, or otherwise to <br />take effect and be in force after the earliest period allowed by law, authorizing and directing <br />the Mayor to enter into a first amendment to the amended and restated lease agreement with <br />IceLand USA - Lakewood, LLC for the lease of the real property located at 14740 Lakewood <br />Heights Boulevard, known as Serpentine Arena at Winterhurst, pursuant to Section 155.08 of <br />the Codified Ordinances. <br />Motion by Mr. O'Leary, seconded by Mr. Anderson to refer Ordinance 33 -18 to Committee of <br />the Whole. <br />Motion adopted. All members voting yea. <br />
