Resources requesting financial assistance from the Nature Works program for improvements to the City of Lakewood Motion by Mr. O'Leary, seconded by Mr. Anderson to adopt Resolution 9009 -18. Motion adopted. All members voting yea. Resolution 9009 -18 adopted. 27. Communication from Finance Director Pae Regarding Planning & Development Contracting Authority Amendment Ordinance (pg. 122) Motion by Mr. O'Leary, seconded by Mr. Anderson to receive and file the communication. Motion adopted. All members voting yea. 28. ORDINANCE NO. 44 -17A - AN ORDINANCE to take effect immediately provided it receives the affirmative vote of at least two thirds of the members of Council, or otherwise to take effect and be in force after the earliest period allowed by law, amending Ordinance 44- 17, adopted December 18, 2017, authorizing the Mayor (Director of Public Safety), the Director of Public Works, the Director of Law, the Director of Finance, and /or the Purchasing Manager to enter into service contracts in accordance with the Administrative Code of the City of Lakewood for the Department of Planning & Development in accordance with the Administrative Code of the City of Lakewood, contracts not to exceed the specified amounts shown without separate resolution of Council. Motion by Mr. O'Leary, seconded by Mr. Anderson to refer Ordinance 44 -17A to Finance Committee. Discussion: In response to Councilmember O'Malley's questions, Director Sylvester briefly described the Lakewood Small Business Grant Program being added to, the ordinance and its history. Motion adopted. All members voting yea. 29. Communication from Director Beno Regarding Amendment to Design -Build Contract with Kokosing Industrial for the Waste Water Treatment Plant Digesters Motion by Mr. O'Leary, seconded by Mr. Anderson to receive and file the communication. Discussion: In response to a question by Councilmember Bullock, Director Bean explained a 60% construction drawing. He explained that as the plans become more specific the estimate becomes more accurate. He described the progress of the project. The project has been re- visioned to be a one digester facility which will reduce the cost and operating costs moving forward.
