Resources requesting financial assistance from the Nature Works program for improvements <br />to the City of Lakewood <br />Motion by Mr. O'Leary, seconded by Mr. Anderson to adopt Resolution 9009 -18. <br />Motion adopted. All members voting yea. Resolution 9009 -18 adopted. <br />27. Communication from Finance Director Pae Regarding Planning & Development Contracting <br />Authority Amendment Ordinance (pg. 122) <br />Motion by Mr. O'Leary, seconded by Mr. Anderson to receive and file the communication. <br />Motion adopted. All members voting yea. <br />28. ORDINANCE NO. 44 -17A - AN ORDINANCE to take effect immediately provided it <br />receives the affirmative vote of at least two thirds of the members of Council, or otherwise to <br />take effect and be in force after the earliest period allowed by law, amending Ordinance 44- <br />17, adopted December 18, 2017, authorizing the Mayor (Director of Public Safety), the <br />Director of Public Works, the Director of Law, the Director of Finance, and /or the <br />Purchasing Manager to enter into service contracts in accordance with the Administrative <br />Code of the City of Lakewood for the Department of Planning & Development in accordance <br />with the Administrative Code of the City of Lakewood, contracts not to exceed the specified <br />amounts shown without separate resolution of Council. <br />Motion by Mr. O'Leary, seconded by Mr. Anderson to refer Ordinance 44 -17A to Finance <br />Committee. <br />Discussion: In response to Councilmember O'Malley's questions, Director Sylvester briefly <br />described the Lakewood Small Business Grant Program being added to, the ordinance and its <br />history. <br />Motion adopted. All members voting yea. <br />29. Communication from Director Beno Regarding Amendment to Design -Build Contract with <br />Kokosing Industrial for the Waste Water Treatment Plant Digesters <br />Motion by Mr. O'Leary, seconded by Mr. Anderson to receive and file the communication. <br />Discussion: In response to a question by Councilmember Bullock, Director Bean explained a <br />60% construction drawing. He explained that as the plans become more specific the estimate <br />becomes more accurate. He described the progress of the project. The project has been re- <br />visioned to be a one digester facility which will reduce the cost and operating costs moving <br />forward. <br />
